7/8/2024-This update is to issue Amendment 0002. Reference Amendment 0002 for details at the attachment section below.

Amendment #1 -
1. Provides responses to RFIs received to date
2. Provides Drawings
3. Provides Updated Specifications
4. Extends the Period for receipt of RFIs to 26 June
5. Announces a Site Visit
6. Extends the Bid Opening date from 26 June 2024 to 10 July 2024 at 1:00pm EDT.
A signed copy of the amendment must be included with all bid packages.

The U.S. Army Corps of Engineers is issuing this Invitation for Bid (IFB) for the procurement of Lead Paint Abatement and Painting services at two Dam Facilities managed by the Corps. This procurement is set aside for HUBZONE businesses.
This work includes the removal of all lead-based paint and the repainting of all piping, equipment and structural elements were the paint was removed.

The work is located at the Beltzville Dam, located in Lehighton, Pennsylvania, and the Blue Marsh Dam, located on the Tulpehocken Creek in Leesport, Pennsylvania.

Beltzville Dam
The work to be performed at the Beltzville Dam includes:

  • The removal of lead-based paint and repainting of existing painted surfaces of the elevator shaft framing surrounding the elevator exterior, including anchor plates, bolts and connection elements, and bents and supports.
  • The removal of lead-based paint and repainting of existing painted surfaces of the water supply line valve and water supply line access hatch.

Blue Marsh Dam
The work to be performed at the Blue Marsh Dam will include:

  • The removal of lead-based paint and repainting of existing painted surfaces of the service bridge, including the exterior faces of the webs, top flanges, and bottom flanges of the service bridge girders and the exterior stiffener angles.
  • The work will require removal of lead-based paint and repainting of existing painted surfaces of the service bridge, including the interior faces of the webs, top flanges, and bottom flanges, of the service bridge girders and the interior stiffener and cross frame members.
  • The removal of lead-based paint and repainting of existing painted surfaces of the service bridge, including the fuel tank and supports, access hatches, stiffeners, bolts and connection elements, bearing pads, joint plates, and utility conduits and hangers.

All work performed on site will require monitoring for hazardous materials, specifically lead. All hazardous materials produced as a result of the work will be transported and disposed of according to all applicable USACE standards.

Contractors may download the solicitation (including drawings) and any amendments via Sam.Gov.. The official media of distribution for the IFB is the Web. All amendments to the IFB will be posted to the Sam.Gov website. It is the offerer's responsibility to monitor the website in order to access the solicitation. Offerers are responsible for printing copies of the IFB and any amendments. Bids are due prior to the bid opening date, 26 June 2024 at 1:00 EDT. No late bids will be accepted for consideration. NAICS code is 562910- Lead Paint Abatement.

All contractors are required to be registered in the System for Award Management (SAM) before award as required by DFARS 204.7300.
