Background
The United States Marine Corps Support Facility Blount Island (MCSF-BI) and Blount Island Command (BICmd) are located on Blount Island in Jacksonville, Florida.

BICmd manages Marine Corps prepositioning programs, planning and executing logistics efforts in support of the Maritime Prepositioning Ships (MPS) program. The MPS Program consists of two squadrons loaded with equipment and supplies to support Marine Air Ground Task Forces (MAGTFs).

BICmd aims to provide operational logistics support to enable rapid mission execution across expeditionary warfare operations.

Work Details
The contractor shall provide Stevedoring & Related Terminal Services (S&RTS) for the receipt, processing, loading, and discharging of all vessels within the USMC Prepositioning Program. Key tasks include:
- Providing sufficient qualified labor, gear, equipment, and materials for contract scope.
- Managing stevedoring operations including lashing/unlashing cargo and moving cargo to/from vessels.
- Conducting safety briefings at the start of each operation or shift.
- Ensuring all personnel possess a current Transportation Workers Identification Credential (TWIC).
- Maintaining custody and control over cargo during operations.
- Establishing a Quality Control Inspection Plan with a checklist for performance requirements.
- Coordinating vessel activity with the Contracting Officer's Representative (COR) as required.
- Documenting all cargo during loading/offloading using commercial tally sheets.

Period of Performance
The contract will be performed over multiple ordering periods from July 1, 2025, through June 30, 2030, with specific task orders dependent on the Maritime Prepositioning Force Maintenance Cycle (MMC) Schedule.
