NOTICE OF INTENT TO ISSUE SOLE SOURCE AWARD The U.S. Department of the Interior, Interior Business Center, Acquisition Services Directorate, (DOI/IBC/AQD), on behalf of t DOI Office of the Office of Special Trustee for American Indians (OST), intends to award a Purchase Order (PO) to Bloomberg Finance of Lexington, NY, on a sole source basis. The period of performance is April 1, 2019 through March 31, 2021. The sole source action will be issued under the authority of Federal Acquisition Regulation (FAR) 13.106-1(b)(1)(i)soliciting from a single source. It is anticipated that the Government will award a Firm Fixed-Price (FFP) contract for this requirement. The North American Industry Classification System (NAICS) code 519130 entitled Internet Publishing and Broadcasting and Web Search Portals, with a size standard in number of employees of 1,000. The subscriptions and network access are to provide industry standard broker/dealer access for financial analysts. A client-server architecture with the server running on a multiprocessor Unix platform/secure network Desk support during the hours of 6:00 AM to 6:00 PM Mountain Time, Monday through Friday Ability to access Bloomberg 24 hours a day seven days a week without interruption The capability to access Bloomberg Anywhere by terminal or by Mobile-Phone Internal compliance On-site training, service and support for the investment staff This notice of intent is not a request for competitive quotes. Interested persons may identify their interest and capability to respond to the requirement or submit a quote. A determination by the Government not to compete this proposed purchase order based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. In doing so, interested sources must submit technical capabilities, and other information that demonstrates their ability to meet the Government's needs. This synopsis is not to be considered a Request for Quotation (RFQ). No solicitation document is available and telephone requests will not be honored. No purchase order will be awarded on the basis of quotes received in response to this notice, but quotes will be used to determine if a comparable source is available and more advantageous to the Government. If no affirmative written responses are received by 7 March 2019 @ 3:00 p.m. Eastern Standard Time (EST) a purchase order may be awarded to Bloomberg Finance located in Lexington, NY.
