PLEASE READ THIS NOTICE AND ALL OF ITS ATTACHMENTS CAREFULLY.

William Beaumont Army Medical Center (WBAMC), Fort Bliss, Texas, requires blood donor testing services in accordance with the attached solicitation.

Requests for Information (RFI) are due no later than 3 July 2025. Interested parties shall submit RFIs to the Contract Specialist and Contracting Officer, identified herein, ONLY.

Interested parties submitting a response to this solicitation are solely responsible for reviewing and complying with all terms and conditions of the subject solicitation. Please refer to FAR 52.212-1 Addendum, 52.212-2 Addendum, and the perforamnce work statement (Attachment 1) of the solicitation.

Background
The William Beaumont Army Medical Center (WBAMC) located in Fort Bliss, Texas, is seeking to procure blood donor testing services. This contract aims to support the U.S. Army's mission by ensuring that blood donor testing meets the necessary regulatory standards and provides reliable results for transfusable blood products.

Work Details
The contractor will provide comprehensive blood donor testing services, including but not limited to:
- Execution of a standard test panel that includes ABO/Rh, Antibody screen, Syphilis (STS), HBsAg, HBcAb, HCV, HIV 1 and 2, HTLV I/II, HIV/HCV/HBV NAT (pooled), West Nile Virus NAT IDT (single), Chagas (T.cruzi), Babesia (pooled), and Zika (single).
- Confirmatory testing for various infections as specified.
- All tests must comply with FDA regulations and be performed at the contractor's facility or within their network of laboratories.
- The contractor must ensure that all personnel interacting with government staff are fluent in English and that all laboratories possess the required licenses and certifications.
- The contractor is responsible for maintaining quality control measures and ensuring timely reporting of test results within specified timeframes.
- Customer service must be available 24/7 to assist government staff with inquiries related to test results and specimen requirements.
