Background
The Defense Health Agency Contracting Activity (DHACA) intends to award a firm fixed price contract for Blood Donor Testing Services in support of the Blood Bank Department at Naval Hospital Guam. This service is essential to provide safe blood products for transfusions, as mandated by regulatory agencies such as the Food and Drug Administration (FDA), Defense Health Agency, and the Association for the Advancement of Blood & Biotherapies (AABB). Bloodworks is identified as the sole source for these services due to its established capabilities and proximity, ensuring timely and accurate testing for patients requiring blood transfusions.

Work Details
The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items necessary to perform blood donor testing services. The specific testing requirements include:

1. Antibody Screen
2. ABO Rh (Blood Type)
3. Syphilis
4. Hepatitis B Surface Antigen
5. Anti-Human Immunodeficiency Virus 1/2
6. Anti-Hepatitis B Core
7. Anti-Hepatitis C Virus
8. Anti-Cytomegalovirus
9. Nucleic Acid Test for Human Immunodeficiency Virus -1 Ribonucleic Acid, Hepatitis C Virus Ribonucleic Acid and Hepatitis B Virus Deoxynucleic Acid (pooled testing acceptable with follow-up single testing for positive pools)
10. Nucleic Acid Test for West Nile Virus (single testing)
11. Anti-Trypanosoma Cruzi (Chagas)
12. Anti-Human T-Lymphotrophic Virus I/II
13. Babesia NAT by IDT
14. Confirmatory tests as required including HBsAg Neutralization and STS Confirmatory tests.

The contractor must ensure results are provided within 24 hours of sample receipt and must maintain compliance with applicable state and federal licenses.
