Blood Donor Testing Services

Background
The Defense Health Agency Contracting Activity Healthcare Contracting Division, Southeast (DHACA-HCD-SE) is issuing this solicitation for comprehensive, off-site blood donor infectious disease screening and blood bank reference laboratory testing services required by the Performance Work Statement (PWS) for the Kendrick Memorial Blood Center, Eisenhower Army Medical Center (EAMC), located at Fort Gordon, Georgia.

The goal of this contract is to ensure high-quality testing services that meet FDA standards and support the mission of the military healthcare system.

Work Details
The Contractor shall provide the following services:
1. Conduct comprehensive blood donor infectious disease screening and reference laboratory testing in accordance with FDA regulations.
2. Process an estimated annual volume of 7,000 whole blood units and 500 platelet or plasma apheresis units.
3. Ensure initial routine testing, repeat testing, and confirmation testing follow standard industry practices with results for repeat positive tests available within 48 hours of specimen receipt.
4. Report any delays in test results to the blood donor center within 24 hours via telephone, email, or secure fax.
5. Maintain necessary facilities and labor to perform all contract services without interruption.
6. Provide a hard copy of the Client Services Manual detailing specimen collection requirements, test methodologies, sensitivity and specificity data, turnaround times, and result codes at the start-up period.
7. Furnish materials and supplies necessary for specimen preparation and shipping to ensure compliance with contract requirements.

Period of Performance
Base Year: 01 October 2026 – 30 September 2027; Option Year 1: 01 October 2027 – 30 September 2028; Option Year 2: 01 October 2028 – 30 September 2029; Option Year 3: 01 October 2029 – 30 September 2030; Option Year 4: 01 October 2030 – 30 September 2031.

Bidder Requirements
The Contractor must hold a valid FDA Blood Establishment License to perform blood donor testing services. Additionally, all employees must comply with applicable state regulations regarding their certification or registry for the state where the Contractor's testing facility is located.
