Blocking Vessels Sole Source Operation and Maintenance and Time Charter

Contract N00033-15-C-2507, awarded to Hornbeck Offshore Operators, LLC, provides for the operation and maintenance of three (3) offshore-supply vessels which function as Blocking Vessels (M/V Arrowhead, M/V Eagleview, and M/V Westwind) for the Navy's Transit Protection System Escort Program. This contract also provides charter services for a fourth Blocking Vessel (HOS Black Powder). The Contractor shall provide technical, operational, crewing and crew management (ashore and afloat) for the M/V Arrowhead, M/V Eagleview, and M/V Westwind and time charter services for the HOS Black Powder. This contract includes nine 12-month option periods and one 150-day option period, which, if exercised, would bring the cumulative value of this contract to $346,795,380. Work will be performed on the east and west coasts of the U.S. and is expected to be completed September 30, 2015. If all options are exercised, work will continue through February 27, 2025.
