Only M&R MACC Contractors listed on the General Requirements cover page may submit a proposal for this ROICC Camp Lejeune area of responsibility project. See attached documents for scope of work and any applicable drawings.

Background
The contract is issued by the ROICC Camp Lejeune, which is part of the Marine Corps Base (MCB) Camp Lejeune in North Carolina. The mission of this agency involves maintaining and improving facilities to support military readiness.

The goal of this contract is to perform paint and flooring repairs in specific buildings (HP51, HP53, HP55, HP57) within the Camp Lejeune area.

Work Details
The contractor shall provide all material, labor, equipment, and supervision required to prep, paint, and replace flooring systems in the specified buildings. The scope includes:

- Painting all previously painted surfaces (interior and exterior)
- Repairing cracks and damaged surfaces
- Cleaning mold and mildew areas
- Applying finish surfacing compounds
- Replacing damaged trim boards and caulking
- Priming repaired surfaces with latex KILZ 2 or equivalent
- Applying multiple coats of various types of paint on metal surfaces, interior walls, wood trim and doors, masonry surfaces, EFIS finishes, and high bay areas.

Additional tasks include protecting furniture during work, removing and reinstalling electrical covers for painting, repainting exposed piping with proper markings, ensuring no glass surfaces are painted unless specified otherwise, and managing scheduling for access to work areas.

Place of Performance
Camp Lejeune NC 28547 UNITED STATES

Bidder Requirements
Bidders must be listed M&R MACC Contractors as specified on the General Requirements cover page. The opportunity is a Small Business Set Aside - Total (SBA). Bidders must have appropriate contractor licensing and bonding capabilities.

Incumbent Analysis (see Incumbents section for more detail)
This opportunity appears to have a confirmed incumbent base under the ROICC Camp Lejeune/MCC Camp Lejeune area through multiple MACC “general construction” awards, including Military & Federal Construction ($138,323,041), Blue Rock Structures ($123,020,616), and Joyce & Associates Construction ($105,556,916), all with performance periods running 09/23/21–09/22/26. While those prior awards are broader general construction MACC vehicles rather than paint/flooring-specific task orders, the work setting and facility maintenance mission at MCAS Cherry Point and MCB Camp Lejeune suggest continuity in supporting building repairs. Additionally, closely related contracts include FC500 “paint and flooring repairs” awarded to T E Davis Construction Co ($609,400) and Joyce & Associates Construction tasking for “multiple bldgs flooring repairs,” indicating prior execution of similar repair scopes.
