Bldg 3820 Chiller Diagnostic and VFD Services

Background
The Government is conducting market research to identify potential contractors capable of performing diagnostic work and repair services for a Trane Chiller located at Building 3820, JBSA Fort Sam Houston.

The goal of this contract is to ensure that the chiller system is restored to 100% operational capability in accordance with manufacturer standards.

Work Details
The contractor will perform comprehensive diagnostic troubleshooting and repairs on the Trane Chiller system, focusing on the Variable Frequency Drive (VFD). Key tasks include:
1. Site Arrival & Diagnostic Setup: Check-in with JBSA contacts and adhere to safety protocols.
2. VFD Troubleshooting & Diagnostics: Conduct rigorous electrical and mechanical diagnostics on the VFD, capped at 17 hours of labor.
3. Conditional VFD Replacement & Repair: If the VFD is diagnosed as defective, proceed with immediate replacement after authorization.
4. Operational Testing & Verification: Power up the system, test performance under load, and verify operational capability in presence of JBSA representatives.
5. Project Closeout: Deliver final service ticket and diagnostic report within 5 business days of service completion.

Period of Performance
The work will be performed over a 3-day service window utilizing up to 17 hours of diagnostic labor.

Bidder Requirements
Bidders must have qualified Trane service technicians available to perform the required services. The opportunity is a Small Business Set Aside - Total (SBA). Contractors must adhere to safety regulations, including Lockout/Tagout procedures and EPA refrigerant standards. Additionally, bidders should provide proof of bonding and insurance as required for this type of work.

In addition, a smaller chiller-related repair award was made to 4T Mechanical (FA301625P0196, $15,577) for repairs to a chiller at the Graduation Welcome Center (B6330). The prior chiller work appears similar in that it involves diagnosing/repairing chiller equipment and restoring operational capability, which aligns with the current focus on diagnostic troubleshooting and VFD-related repair for a Trane chiller at Building 3820.
