Description

Background
The 105th Airlift Wing of the National Guard Bureau is issuing a Request for Quote (RFQ) for the replacement of the chiller unit located in Building 202. The goal of this contract is to replace an existing 50-ton chiller with a new 100-ton chiller that meets current refrigerant standards, ensuring compliance with safety and environmental regulations.

The agency aims to enhance operational efficiency and maintain facility standards through this upgrade.

Work Details
The contractor shall perform the following tasks:
1. Remove the existing 50-ton chiller located adjacent to the mechanical room of Building 202.
2. Recover refrigerant from the existing unit and dispose of it according to EPA guidelines.
3. Disconnect control system communications wiring and splice it back to the nearest junction box.
4. Lockout and disconnect the existing power supply to the unit.
5. Remove any outside associated lines that require replacement along with the existing unit.
6. Supply and install a new chiller unit sized at 100-tons, ensuring it fits on the designated pad (20'-5" x 8'-1/2"). The contractor must provide a cutsheet of the proposed replacement unit for review and approval by the KO (Contracting Officer).
7. Install new connections while utilizing existing connections where possible, ensuring zero leaks are tolerated.
8. Insulate all new and existing exposed pipework appropriately.
9. Perform OEM startup of the new unit and provide a startup report to the KO.
10. Conduct post-installation air balancing airflow measurement at full capacity and provide a balancing report to the KO.
11. Coordinate with Trane Technologies for connection to existing Trane controller units, including all necessary testing and commissioning actions.

Bidder Requirements
This opportunity is set aside for small businesses (Total Small Business Set Aside). Bidders must demonstrate relevant experience in HVAC installation and maintenance, possess necessary contractor licenses, bonding, insurance, and must identify all subcontractors on their pricing worksheet as part of their quote submission.

Enclosed is a Request for Quote (RFQ) for Bldg. 202 Chiller Replacement. If you would like to submit a quotation, please follow all instructions below. Only one (1) award will be made as a result of this announcement.

Quotations are due 11 September, 2026 at 11:00AM EST. Please complete and return the attached Pricing Worksheet and supporting documentation. All quotes and associated documents must be in English. All line items must be priced. Incomplete quotes will not be accepted.

Funds are not presently available for this acquisition. No contract award will be made until appropriated funds are made available.

The Government will award a contract resulting from this solicitation to the responsible offeror whose quote conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate quotes:

The Government will conduct a price analysis of all quotes received. Through this technique, the Government will determine whether the price is reasonable, complete and realistic. Quotes must include cutsheet product information on the proposed replacement chiller unit to be installed to allow the government to determine technical merit. In addition, all subcontractors must be identified on page 2 of the attached Pricing Worksheet. Failure to provide this information along with acknowledgement of any amendments will render the quote non-responsive and will be removed from further award consideration. Award will be made to the lowest priced quote that provides sufficient explanation/documentation to demonstrate their ability to conform to the requirements of the PWS. Wage Determination No. 2015-4159, Revision 34 dated 8/12/2026 applies to this procurement. All offerors shall be registered in the SAM (System for Award Management) database at https://www.sam.gov prior to submittal of their quote as prescribed under RFO FAR 4.203-1(b). Failure to be registered at time of quote submission may deem the offeror's quote to be considered non-responsive and eliminated from any further award consideration. Therefore, offerors are highly encouraged to register immediately if they are interested in submitting a response to this requirement.
