PROJECT DESCRIPTION
The 156th Wing, at the Muniz Air National Guard Base, Carolina, Puerto Rico intends to issue a Request for Quotes conducted under the Revolutionary Federal Acquisition Regulation (FAR) Part 12 procedures for commercial construction to award a single firm fixed-price contract for services, non-personal, to provide all supervision, transportation, labor, materials, equipment, fuel and any other needed materials and quality control necessary, except as specified in Paragraph 3.0 as Government Furnished items, to perform comprehensive HVAC system ductwork insulation repair for Bldg.19 at 156th Wing at Mu iz ANG Base, Carolina, Puerto Rico as shown on drawings contained in the Statement of Works (SOW) incorporated in this solicitation at Muniz Air National Guard Base, Carolina, PR. Repair works/contract completion time is 60 days after notice to proceed to include inspection and punch lists.
The objective of this project is to replace degraded thermal insulation on the existing HVAC ductwork by flexible wrap-around duct insulation, to maintain energy efficiency, prevent condensation, and ensure optimal climate control for mission operations.

SITE VISIT INFORMATION:
Our agency will host a pre-bid meeting and site visit with a tentative date on-or-about July 9, 2026, 9:30 AM AST (local time), to be held at 200 Antonio (Tony) Santana Ave. 156th Wing Muniz P.R Air National Guard Base, Carolina, P.R. Civil Engineering Squadron Bldg.25 Interested contractors are encouraged to attend and shall follow conference registration and base access requirements shown in the here and in the solicitation. A site visit will follow the pre-bid meeting. Although not mandatory, scheduled site visit is critical. We are trying to mitigate potential risks and damages for the government and potential contractor by showcasing the project level of effort. We suggest you carry all necessary material to take notes during the visit, as needed. No questions will be answered during the visit, instead they will be answered in writing by responding to questions via requests for information (RFI) The solicitation and associated information will be available only from the Contract Opportunities page at SAM.gov.
To obtain installation access, interested parties must submit a request for attendance no later than 2:00 PM CT on July 8, 2026, to angel.solis.2@us.af.mil

IMPORTANT BASE ACCESS NOTICE: 156th Wing Mu iz Air National Guard Base is a secure Air Force installation. Access is controlled strictly by security forces. For those processing on-site, you must bring a valid state/federal ID, current vehicle registration, and proof of vehicle insurance. Concealed carry, open carry, and personal firearms of any kind are strictly prohibited on the installation.
