Naval Supply Systems Command (NAVSUP) Fleet Logistics Center Yokosuka (FLCY) Site Marianas has an ongoing need for rental vehicles in accordance with the Performance Work Statement in the attached DRAFT blanket Purchase Agreement (BPA).

FLCY Site Marianas intends to establish a multiple-award BPA with interested contractors capable of providing rental vehicles in accordance with the PWS.

In order to receive a BPA, all interested contractors must submit:

1. A general capability statement including at a minimum general business information including points of contact (POC) and the name(s) and title(s) of personnel authorized to sign contractual documentation on behalf of the contractor.

2. The number of vehicles currently available for rental broken down by class as shown in the schedule (subcompact, compact, mid-size, full-size, compact-SUV, mid-size SUV, full-size SUV, mid-size truck, full-size truck, 7 passenger mini-van, 9-12 passenger mini-van, 15 passenger mini-van, and luxury SUV).

3. Complete the Example of Makes and Models for each CLIN on page 7 of the DRAFT BPA.

No pricing information is required. When a requirement is identified, the Government intends to solicit quotations from all BPA vehicle holders and issue a call order to the BPA holder determined to represent the best value to the Government using price and other factors as may be appropriate. A small business set-aside determination will be made on each individual requirement in accordance with the FAR, DFARS, NMCARS, and local policy and procedures.

The Government will review the submittals from the contractor and award non-pre-priced BPAs to interested contractors that the Government is able to determine capable of performing in accordance with the Performance Work Statement.

Background
The Naval Supply Systems Command (NAVSUP) Fleet Logistics Center Yokosuka (FLCY) Site Marianas has an ongoing need for rental vehicles. FLCY Site Marianas intends to establish a multiple-award Blanket Purchase Agreement (BPA) with interested contractors capable of providing rental vehicles in accordance with the Performance Work Statement.

Work Details
The contractor shall provide rental vehicles as described in the Schedule within the Blanket Purchase Agreement (BPA). The vehicles must be properly registered, licensed, and comply with all local safety laws, ordinance rules, and regulations. Rental vehicles must be no more than five years old, have no more than 60,000 miles on the odometer, and be equipped with specific features.
The contractor is responsible for providing maintenance servicing and repairs to keep the vehicles in good operating condition throughout the duration of this agreement. The BPA holder will solicit quotations from all BPA vehicle holders and award to the BPA holder determined to represent the best value using price and other factors as may be appropriate.

Period of Performance
The Ordering Period is specified in the Schedule. The initial term of individual orders shall not exceed 2 months. The total amount of individual orders is limited to $250,000.00. The cumulative total amount of all orders placed against this BPA during the ordering period shall not exceed $4,000,000.00.

Place of Performance
The contract will be performed within the Island of Guam.
