Description

Background
The U.S. Embassy in Belgium intends to establish a Blanket Purchase Agreement (BPA) for Security Systems, Products, and Services. This BPA serves as an overarching agreement that allows designated individuals to request services without a financial commitment upfront. The goal is to ensure the embassy's facility security requirements are met through specialized contractors.

Work Details
The contractor will supply, install, maintain, and repair security hardware and provide 24/7 emergency services. Specific tasks include:
- Supply, install, replace, rekey, and repair locks, cylinders, padlocks, and door hardware with certified products.
- Manage the registered key system and maintain key records.
- Supply and maintain security doors, frames, closers, panic hardware, and multipoint locks.
- Respond to lockouts and safe malfunctions.
- Provide written quotes for tasks and service reports after each visit.
- Maintain compliance with performance standards including emergency response within 2 hours and urgent repairs within 24 hours. All products must be new and certified to European standards.

Period of Performance
The BPA has a validity period of four years from November 1, 2026, to October 31, 2029.

Place of Performance
Work will be performed at U.S. embassy residential buildings in Brussels and/or the contractor’s workshop.

Bidder Requirements
Bidders must have valid public liability and workers' compensation insurance. Technicians must hold current manufacturer certifications for the systems they work on. The contractor must also possess all necessary licenses and permits to operate in Belgium. Additionally, all contractor technicians must pass embassy security screening before their first visit.

Incumbent Analysis (see Incumbents section for more detail)
The prior award history indicates a confirmed incumbent for the same BPA setup for “Security Systems, Products and Services” under awards 19BE2026A0031 and 19BE2026A0015, both held by “Miscellaneous Foreign Awardees” with a $0 value and performance dates of 02/01/26–01/31/29. These prior BPA efforts appear to be a continuation of the same embassy security systems scope—covering the establishment of the blanket agreement framework for requesting security hardware/products and related services—suggesting continuity in how services will be ordered and delivered under the new BPA period.
