Background
The Walter Reed Army Institute of Research (WRAIR) is seeking to establish a Blanket Purchase Agreement (BPA) for medical gases and dry ice. This initiative supports the organization's mission and research laboratories, which are located in Alabama, Delaware, Maryland, and Massachusetts.

The BPA aims to facilitate the procurement of essential gas products and services necessary for conducting analysis and research.

Work Details
The requirement includes a variety of compressed and bulk medical grade gas products, laboratory and specialty gases, gas-related equipment, various gas supply modes and services, and dry ice pellets. All gases must be delivered in cylinders that are hydrostatic tested and compliant with local, state, and federal regulations.

Dry ice must be delivered at pre-scheduled times and quantities. The specific requirements include:
- Capability to provide all medical gases and dry ice products listed in the attached Minimum Essential Characteristics (MECs).
- Provision of tanks for lease including installation of tanks as per MECs.
- Compliance with local laws regarding safe handling of Compressed Gas Cylinder Valve Outlets and Inlet connections.
- Capability to provide telemetry and monitoring for tank levels including:
- One 14-ton (28,000 pound) CO2 tank
- Two 6000-gallon liquid nitrogen tanks
- One 1,000-liter liquid nitrogen microbulk tank.

Place of Performance
The products will be delivered to various research laboratories located in Alabama, Delaware, Maryland, and Massachusetts.

Incumbent Analysis
The opportunity appears to have a confirmed incumbent based on prior WRAIR blanket purchase agreements for medical gases and dry ice awarded to Airgas USA, including W81XWH21A0002 (12/11/20–06/17/26) valued at $17,177,224 and HT942523A0013 (05/22/23–05/21/28). Those prior BPAs covered the supply of medical and laboratory gases (compressed and liquefied, such as nitrogen and oxygen) along with dry ice container rental/cylinders and related telemetry deliveries. The current requirement’s focus on medical-grade gas products delivered via compliant cylinders/tanks with monitoring/telemetry, plus scheduled dry ice delivery, aligns closely with these earlier efforts and appears to continue the same supply function.
