The 144FW ANG is seeking bird netting to eliminate bird nesting under two overhangs. This request for quote (RFQ) W50S6T23Q0007 is being solicited as a 100% small business set-aside. The NAICS code 332311 and the Small Business size standard is 750 employees. A Firm Fixed Price (FFP) type contract is anticipated. Since award will be based on initial responses, offerors are highly encouraged to quote their most advantageous pricing in their initial response.

The entire solicitation should be reviewed and is included in the attached Standard Form (SF) 1449. You should download the solicitation and email your quote. It is incumbent upon interested parties to review this site (www.sam.gov) frequently for any updates/amendments to any and all documents.

All prospective offerors must have a Commercial and Government Entity (CAGE) code and be registered with System for Award Management (SAM) at http://www.sam.gov. Upon award vendors must utilize PIEE: Wide Area Work Flow (https://wawf.eb.mil/) to receive payment through electronic funds transfer.

Quote submission and questions regarding the RFQ package must be submitted to our group e-mail. Comply with submission requirements at section 5 under the heading instruction to quoters. Notice to Offerors: The Government reserves the right to cancel this RFQ, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs. Submitted offers shall be valid for 30 days after the closing date of the RFQ.

A site visit will be conducted on 30 March at 9:00 am. Contractors will meet at the West Gate near 5323 E. McKinley Ave, Fresno CA 93727. All attendees must email their intention to participate in the site visit. Submit names by 28 March to be included in the site visit. Update 4 April 2023:

Amendment 1 has been issued. This amendment updates the SOW to allow zipper or equivalent light fixture access. Additionally, images of the site are provided on the Images Bird Netting attachment. A quoter must provide a signed SF1449, SF30, and specifications to be considered for award.
