This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Part 12. This announcement constitutes the only solicitation. Quotations are being requested and a separate written solicitation will not be issued.

Background
The U.S. Department of Agriculture (USDA), Agricultural Research Services (ARS) is seeking a contractor for Biowaste Disposal Service at their Eastern Regional Research Center (ERRC) located in Wyndmoor, PA. The goal of this contract is to ensure the safe and compliant disposal of Biological/Infectious and Regulated Medical Waste generated at the facility, which includes various research materials and sharps.

Work Details
The contractor will be responsible for providing all labor, materials, equipment, vehicles, licenses, special permits, and supervision necessary for the packaging, transportation, removal, treatment, and disposal of Biological/Infectious and Regulated Medical Waste (6.2 UN3291). Key tasks include:
- Weekly pickup of waste from a central location at ERRC during normal business hours.
- Proper packaging of waste using reusable containers with liners and appropriate DOT/EPA labels.
- Transportation of packaged waste by a licensed and insured transporter to authorized disposal sites.
- Compliance with all applicable Federal, State, and local regulations regarding waste management.
- Provision of personal protective equipment for personnel handling the waste.

Period of Performance
The contract will have a base period from July 15, 2026 to July 14, 2027 with four additional one-year option periods extending up to July 14, 2031.
