Background
The U.S. Department of Homeland Security (DHS), through its Science and Technology Directorate, is issuing this Request for Information (RFI) to explore novel biosurveillance and biological detection capabilities. The biological threat environment is evolving with naturally occurring pathogens and enhanced biological agents due to advances in biotechnology.

The DHS aims to protect the American public by reimagining technologies that support homeland security missions, including early warning, threat detection, situational awareness, and operational decision support.

Work Details
The DHS is seeking information on capabilities that can support various homeland security missions involving:
- Early warning and threat detection
- Situational awareness and biological event characterization
- Operational decision support and response coordination
- Risk assessment

Additionally, the DHS is interested in capabilities that integrate AI-driven analytics and machine learning to enhance operational missions related to:
- Infrastructure resilience
- Border and transportation security
- Maritime security
- Public safety operations
- Emergency management
- Disaster preparedness and response.

The RFI emphasizes the need for technologies that can reduce false positives, improve detection timeliness, integrate heterogeneous data sources, maintain flexibility for emerging threats, accelerate laboratory confirmation timelines, enable scalable architectures, and support forensic attribution.

Incumbent Analysis (see Incumbents section for more detail)
This opportunity appears to have a confirmed incumbent and/or closely related prior contract based on DHS CWMD acquisition development work awarded to Kromek under contract 70RWMD23C00000025 (09/29/23–01/31/28) valued at $5,949,154. The prior award describes an agent-agnostic biodeetection system R&D effort supporting DHS countering weapons of mass destruction needs, including chemical and biological detection capability development. The current RFI’s focus on biosurveillance and biological detection capabilities—early warning, threat detection, event characterization, and faster confirmation—appears consistent with a continuation or evolution of the earlier biodeetection system development.
