REQUEST FOR INFORMATION

THIS IS NOT A REQUEST FOR PROPOSALS (RFP) OR A REQUEST FOR QUOTATIONS (RFQ); IT IS STRICTLY A REQUEST FOR INFORMATION (RFI).

NEITHER UNSOLICITED PROPOSALS NOR ANY OTHER KINDS OF OFFERS WILL BE CONSIDERED IN RESPONSE TO THIS RFI.

NO CONTRACT WILL BE AWARDED PURSUANT TO THIS ANNOUNCEMENT/RFI.

1.0 REQUIREMENT:

RFI - Biomedical Research Application Evaluation and Support Services (BRAES)

2.0 DISCLAIMER: This RFI is issued solely for information and planning purposes and does not constitute a solicitation. Neither unsolicited proposals nor any other kind of offers will be considered in response to this RFI. Responses to this notice are not offers and will not be accepted by the Government to form a binding contract. Responders are solely responsible for all expenses associated with responding to this RFI. All information received in response to this RFI that is marked Proprietary will be handled accordingly. Responses to the RFI will not be returned. At this time, questions concerning the composition and requirements for a future RFP will not be entertained.

3.0 SUBJECT: The Government is conducting market research via this RFI to assess industry understanding of BRAES tasks contained in the attached draft Performance Work Statement (PWS).

5.0 RESPONSE INSTRUCTIONS:

Submission: Please submit RFI response via email in a .pdf file type, to Ms. Deanna S. Moose at email address: deanns.s.moose.civ@health.mil. Please use this title in your email RFI BRAES (Response) .

Due Date: RFI response submission is due by 5:00 p.m. Eastern Time on Friday, 03 May 2024.

Page Limit: Limit your total written response to 20 pages, Times New Roman (12-point Font). The use of a cover page and/or table of contents does not count toward the page limit.

A vendor responding to this RFI with generic material only, such as brochures or advertisements, is highly discouraged.

With exception of (h), all respondents SHALL address the following in their reply:

a. Organization's full legal name and Address

b. Unique Entity Identification and Cage Code

c. Point of contact name, phone number, and email

d. Respondent/organization shall describe experience of a similar nature and magnitude, as compared to the tasks outlined in the draft PWS (Attachment 1).

e. Does the respondent/organization meet the requirements of draft PWS Section 4.4.1? If yes, please provide details to support.

f. Does the draft PWS provide sufficient detail to define the requirement? If not, what questions do respondents have regarding details in the draft PWS?

g. What concerns or questions do respondents have, as it pertains to creating a proposal, using the provided sample instructions to offerors (technical approach) and information in the draft PWS?

h. Respondents may provide any other detail(s)/explanation(s)/question(s) pertaining to any perceived barrier(s) that would prevent creating a proposal, using the sample instructions to offerors (technical approach) and draft PWS.

ADDITIONAL INFORMATION:

Electronic Grants System (EGS): The EGS is a web-based application supported by a database back-end. Support for this system is supported by a separate contract.

Background
The United States Congress has directed the Department of Defense (DoD) to manage appropriations totaling over $16.3 Billion since fiscal year 1992 (FY92) to foster novel approaches to biomedical research in response to the expressed needs of the American public, the military, and Congress. The CDMRP is an office within the USAMRDC that implements funding and serves as the executive management agent for many of the biomedical research programs directed by Congress in addition to providing support for the core (presidential budget) DoD medical research program areas. The CDMRP strives to transform health care for Service Members, Veterans, their Families, and the American public through innovative and impactful research.

Work Details
The Contractor is required to provide biomedical research application evaluation and support services by performing tasks such as conducting compliance reviews, providing ad hoc reports on peer review data, processes, procedures, and outcomes as requested, performing data analyses and ad hoc reporting to support management activities, attending program Integrated Program Team (IPT) meetings and activities, providing ad hoc scientific and technical peer review advice, plans, recommendations, and innovative approaches as requested, preparing for peer review of applications/proposals by outlining deliverables/receivables tracking sheet (D/RTS), conducting peer review of applications/proposals through various modalities including in person PRP meetings, virtual PRP meetings, online-only PRP meetings, and online individual application/proposal peer reviews.
