Description

Extension of period of performance of the Broad Agency Announcement from 10/31/2019 to 10/31/2020. Additionally, other submission deadlines extended. Removal of Special Instructions for DRIVe and suspension of Area of Interest #15 and #16 pertaining to DRIVe. Other administration changes as reflected in BAA Changes Table and incorporated into fully conforming copy of BAA with Amendment 10 changes.
Background
This Broad Agency Announcement (BAA) sets forth advanced development areas of interest for the Office of Biomedical Advanced Research and Development Authority (BARDA), a component of the Office of the Assistant Secretary for Preparedness and Response (ASPR) within the U.S. Department of Health and Human Services (HHS). The BAA is issued under paragraph 6.102(d)(2) of the Federal Acquisition Regulation. BARDA is the lead federal agency for supporting advanced development of medical countermeasures (MCM) to protect the United States against public health emergency threats, including CBRN agents, emerging infectious diseases, and pandemic influenza. The BAA aims to solicit proposals that focus on research and development in various areas of interest, including CBRN agents, pandemic influenza, and emerging infectious diseases.

Work Details
The work includes research and development activities for medical countermeasures (MCM) for chemical, biological, radiological and nuclear (CBRN) agents, pandemic influenza, and emerging infectious diseases that threaten the U.S. civilian population. The BAA supports advanced development activities of MCMs for influenza and other emerging respiratory viruses. It also encourages proposals for capabilities in modeling, visual analytics, and early notification to act, control, and treat.
Offerors are expected to propose activities such as tools, analyses, modeling activities, visual analytics capabilities, applications, and tools to support BARDA’s product development work. Additionally, proposals should address how the proposed capability will demonstrate value from visualization and visual analytics over traditional data analytics.

Period of Performance
The period of performance for this contract is an extension from 10/31/2019 to 10/31/2020.

The contract will be performed at various locations as per the requirements specified in the solicitation.
