This is a special notice prepared in accordance with Federal Acquisition Regulation (FAR) 5.2 "Synopses of Proposed Contract Actions."
US Army Corps of Engineers (USACE), Walla Walla District intends to award a sole-source, contract with the Normandeau Associates; 25 Nashua Rd, Bedford, New Hampshire 03110-5527. The U.S. Army Corps of Engineers, Walla Walla District's Environmental Analysis Branch, requires follow on for Columbia River Fish Mitigation (CRFM) funds for biological testing of the new Kaplan turbine designed with fish passage criteria and installed in unit 3 at Ice Harbor Dam.

Essential services include:

• Source of test fish
• Manufacture Balloon tags
• Implant Balloon Tags
• Deploy Balloon tag fish
• Collect tagged fish
• Evaluate fish injuries/conditions
• Report fish monitoring data

This service will address this critical uncertainty. It will evaluate juvenile salmon turbine passage survival at Ice Harbor Lock and Dam. Results will provide important insight into effectiveness of the new Kaplan turbine modifications designed specifically for safer fish passage.
The statutory authority for this non-competitive acquisition is 10 U.S.C. 2304(c)(1) as implemented by FAR 13.106-1(b)(2) for Purchases Not Exceeding the Simplified Acquisition Threshold; Only One Source Reasonably Available.
A SOLICITATION WILL NOT BE POSTED. The Government intends to proceed with this sole source action. The NAICS code is 541990, All Other Professional, Scientific, and Technical Services. The size standard as defined by the U.S. Small Business Administration is $15 million.
THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS OR QUOTATIONS.

Requests for copies of a solicitation in response to this notice will not be honored or acknowledged.

Interested vendors must show clear and convincing evidence that competition of this requirement would be advantageous to the Government by submitting a capability statement demonstrating ability to 1) coordinate with various local and state resource agencies; 2) obtain applicable permits (local) to manufacture and implant balloon tags; 3) fish injury evaluation experience; and 4) specialized balloon tag fish deployment systems.

If no affirmative written responses are received by 08:00 AM local time on 27 August 2019, an award will be made without further notice. Oral communications are not acceptable in response to this notice. A determination by the Government not to compete this proposed requirement is solely within the discretion of the Government.
