Updates 01/24/2025: An update tor RFI Set 2 v2 has been posted. The proposal due remains unchanged. For vendors that submitted a proposal prior to the extension provided on January 13, 2025, if a new proposal is not submitted on January 29, 2025, the existing proposal will be utilized for evaluation.

Updated 01/13/2025: Amendment 0001 and all corresponding documents has been posted. The proposal due date has been extended to January 29, 2025 by 1500 ET.

The Federal Aviation Administration (FAA) has a requirement for the BIL and F&E funded for Program and Project Schedule Analysis for Replace Airport Traffic Control Tower (ATCT), ATCT, Modernize/Sustain Terminal Facilities.

The SIR/RFP is posted in accordance with FAA Acquisition Management Policy, Section 3.2.1.3.11 Public Announcements. Review all attachment pertaining to this solicitation prior to submitting a proposal. This announcement is not intended to guarantee procure of the services, and shall not be construed as a commitment by the Government to enter into a contract. The Government is not liable for costs associated with the preparation, submittal of inquiries or response for this announcement and will not reimburse any vendors for cost incurred in responding to this public announcement.

All questions regarding the SIR must be submitted in writing to Ms. Katherine Fogle at Katherine.fogle@faa.gov and courtesy copy Ms. Thuylinh TranNguyen at thuylinh.t.trannguyen@faa.gov. All questions must be received no later than December 11, 2024 by 1500 ET. Questions received after that date and time will not be considered.

Proposals are due no later than January 17, 2025 by 1500 ET. Any proposal received after 1500 ET on January 17, 2025 will be considered non-responsive and will not be eligible for award. Firms submitting an offer must be a Scheduling/Forensic Scheduling firm and/or Consulting firm for scheduling. Offerors that does not provide these services directly (ie. Staffing and recruitment firms) will be deemed nonresponsive and proposals will not be considered for evaluation.

To be considered for award of this requirement, the offeror must have a current/valid registration in the Systems for Award Management (SAM) database website: www.sam.gov. To be eligible for award, the offeror must submit a proposal in accordance with the SIR.

Background
The Federal Aviation Administration (FAA) has a requirement for Program and Project Schedule Analysis funded by the Bipartisan Infrastructure Law (BIL) and Facilities and Equipment (F&E).

This contract aims to support the replacement of Airport Traffic Control Towers (ATCT) and the modernization/sustainment of terminal facilities. The FAA's mission is to ensure safe and efficient air travel, and this contract is part of their efforts to enhance airport infrastructure.

Work Details
The contractor will provide all labor, facilities, materials, and services necessary for Program and Project Schedule Analysis as outlined in Attachment J1.

The scope includes:
- Design Build Solicitation Assistance (Nonseverable)
- Program Schedule Monitoring and Analysis (Severable)
- Project Support (Severable)
- Electronic Equipment Installation Schedule Monitoring and Analysis (Severable)
- ODRA and/or Litigation Support (Severable).

This is an Indefinite Delivery/Indefinite Quantity (IDIQ) contract with Time & Materials task orders. The contractor must comply with the Service Contract Labor Standards where applicable.

Period of Performance
The period of performance for this IDIQ contract is five base years.

Place of Performance
The work will be performed in the Western and Central Services Areas as specified in the task orders.
