PRE-SOLICITATION FOR THE BIG CLIFF 40 TON INTAKE GANTRY CRANE SOLICITATION W9127N20R0004

The U.S. Army Corps of Engineers, Portland District has a new requirement for a New 40 Ton Intake Gantry Crane for Big Cliff Dam, modification of the electrical power supply, and incidental related work. The Government intends to procure this requirement on a competitive basis in accordance with the provisions as set forth in FAR Part 15, Contracting by Negotiation.

A formal solicitation will follow this announcement on or around 15 March 2021. This work consists of replacing the existing Big Cliff Intake Gantry Crane to increase reliability, functionality, safety, and bring all elements up to current codes and standards, provide for increased accuracy of operation, and reduce risk of malfunctions and failures.

Work Requirement:

The work consists of replacing the existing 40 Ton Intake Gantry crane with a New 40 Ton Intake Gantry Crane at the Big Cliff Dam located near Gates, Oregon. The contractor must design, manufacture, install, test, and commissioning of the new Intake Gantry Crane. This crane will include one (1) main hoist trolley, and one (1) maintenance jib hoist. The Intake Gantry Crane provides for placement of the spillway stoplogs, the penstock stoplogs, and for general servicing of the deck of the spillway. The work includes the removal of the existing Intake Crane and the replacement of the existing cable reel power supply to a conductor rail and collector system, conversion from a 3-wire to 4-wire power feed, and installation of emergency stop buttons.

This solicitation will use a FAR Part 15.101-1 Best Value Tradeoff Process. This is a hybrid supply with construction installation contract. Acquisition will provide for Full and Open Competition. Big Cliff Dam is at river mile 58.1 on the North Santiam River, about 45 miles southeast of Salem, Ore. It is a concrete dam with gated spillways and was completed along with Detroit Dam in 1953 at a cost of $62.7 million. Big Cliff Dam has since helped prevent more than $615 million in potential damage from floods by controlling runoff from about 438 square miles of drainage area. Because the North Santiam canyon is rocky, narrow, and steep where Big Cliff Dam was constructed, it is a concrete dam, rather than an earth and rockfill embankment structure, like other Corps dams in the Willamette Valley Project.
