Addenda - Evaluation

The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate quotes:

The contractor will also be evaluated based upon their understanding of this project.

(ii). Past Performance. The contractor will be evaluated based upon their key personnel and qualifications and experience of their key personnel. At a minimum, key personnel must meet the requirements as identified in the statement of work.

(iii). Price. Price will be evaluated for price reasonableness.

Best Value-Trade Offs: The Government reserves the right to make an award to other than the low priced quoter if another superior technical submission, or a submission indicating a reduced performance risk, warrants paying a premium. As non-price factors are evaluated closer to one another between quotes, price will become more significant.
