BEP Hardware and Software Maintenance. CTIP, CTOP, Platebright, and One Software

This is notice of the government's intent to award a Sole Source, fixed price contract pursuant to the authority of 41 U.S.C. 1901, under FAR Part 13 Simplified Acquisition Procedures (SAP), specifically FAR Subpart 13.5 Simplified Procedures for Certain Commercial Items, to Koenig & Bauer Banknote Solutions (DUNS 480950179, formerly KBA-NotaSys SA), Avenue du Grey 55, CH-1018 Lausanne. Switzerland. The contract period of performance will be for a 12-month base period and four (4) 12-month option periods. The services will be performed at the Bureau of Engraving and Printing's (BEP) Western Currency Facility (WCF) at 9000 Blue Mound Road, Fort Worth TX 76131 and the Eastern Currency Facility (ECF) at 14th and C Streets, SW, Washington DC 20228

The Bureau of Engraving and Printing (BEP) requires a Contractor to provide preventive maintenance and support for all Koenig & Bauer equipment and software in the Engraving and Design Departments. This includes Computer to Intaglio Plate (CTiP), Computer to Offset Plate (CToP), PlateBright, and ONE Security Design Software, for the devices located in for the BEP DC and Fort Worth facilities.

No other source is capable of providing the necessary maintenance and support.

BEP requires support to provide timely provision of technical information, code changes, and scheduled maintenance and calibration on all of the Koenig & Bauer Banknote Solutions (formerly KBA-NotaSys) manufactured or supported equipment located in both Washington DC and Fort Worth, TX facilities. This includes but is not limited to providing recommendations to improve, optimize and maximize the efficiency and productivity of the technical and individual work practices concerning the operation of all of the existing equipment and future equipment at both manufacturing facilities.

The banknote design hardware and software being supported in this requirement was manufactured by Koenig & Bauer. Only personnel from Koenig & Bauer and its authorized subcontractor are authorized and capable to perform maintenance and support services to their proprietary hardware and software. These components operate within the Computer Document Design System (CSDDS), also known as Engraving LAN and consist of proprietary components originally manufactured by Koenig & Bauer. No other vendors possess the proprietary knowledge and have access to the CSDDS that is required to provide the necessary support.

Koenig & Bauer contracts directly with the Government and does not authorize resellers. Therefore, the acquisition must be sole-sourced directly to Koenig & Bauer.

This notice of intent is not a request for competitive quotes; however, interested parties may identify their interests and capability to respond to this requirement by 5:00pm EST on September 27, 2021, to Paul Garner via email at Paul.V.Garner@irs.gov. Responses must demonstrate the interested party's capability to perform all the services for this requirement. Information received from this notice will be used solely to determine whether competitive procedures will be used. This notice does not constitute a commitment by the government to pay preparation costs, submission costs, or any other costs incurred in response to this notice.
