Amendment 0001 posted on 10/01/2025. The purpose of this amendment is as follows:

1. Extend the proposal due date to 10/10/2025 at 12:00PM EST.

2. Update the CLIN structure in Section B to reflect the unit as dollars and add FAR 52.217-8 Option to Extend Services CLINs 5001 - 5002.

3. Update and incorporate Attachment 2 - Performance Work Statement, Dated 9/30/2025.

4. Update Sections L and M to clarify, update, or include information on oral presentations, resumes for key personnel, number of past performance references, price subfactors, and competitive range.

5. Incorporate Attachment 6 - Price Sheet.

6. Incorporate Attachment 7 - DCF Tour Services Questions and Answers RFP 2031ZA25R00034.

This announcement constitutes a Notice of Proposed Contract Action. This is a combined synopsis/solicitation. The Bureau of Engraving and Printing (BEP) intends to award a non-personal services contract to provide District Currency Facility (DCF) Tour and Visitor Center (TVC) Services. The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government.

The Contractor shall provide all personnel, including labor and supervision, training, and other items and services necessary to facilitate and manage TVC operations as defined in this Performance Work Statement (PWS) except for those items specified as government furnished property and services. The Contractor shall perform to the standards in this contract.

This solicitation will be issued as a total small business set aside. The proposed period of performance is 1 February 2026 to 31 January 2031. The applicable NAICS code is 561520.

Background
The Bureau of Engraving and Printing (BEP) is a component of the Department of the Treasury responsible for designing, engraving, and printing U.S. paper currency and other security products.

The BEP operates in Washington, D.C., and Fort Worth, Texas, serving as the U.S. Government's security printer. The District Currency Facility (DCF) in Washington, D.C., has been operational since 1862 and provides educational tours to approximately 230,000 visitors annually.

The goal of this contract is to provide non-personal services for managing the Tour and Visitor Center (TVC) operations at the DCF, ensuring high-quality educational experiences for visitors.

Work Details
The Contractor shall provide all personnel necessary to facilitate and manage TVC operations, including labor, supervision, training, and other services as outlined in the Performance Work Statement (PWS).

Key responsibilities include:
- Conducting guided tours and providing educational experiences about U.S. currency production.
- Staffing the information desk and managing visitor flow.
- Processing visitor reservations and disseminating tickets.
- Ensuring safe tours for all visitors, including those with accessibility needs.
- Providing customer service related to retail sales of paper currency items.
- Implementing a Quality Control Plan to maintain service standards.

Period of Performance
The contract period will span from February 1, 2026, to January 31, 2031, consisting of one base year followed by four optional years.
