Bemidji Area Wide Teleradiology Services for Diagnostic Interpretation of Radiologic Studies

Background
The Indian Health Service (IHS) is issuing a contract for Bemidji Area Wide Teleradiology Services aimed at providing diagnostic interpretation of radiologic studies at the Red Lake Service Unit and Cass Lake Service Unit.

This initiative supports IHS's mission to deliver healthcare to approximately 2.8 million American Indians and Alaska Natives, particularly in areas lacking on-site radiology services, thereby ensuring timely diagnosis and treatment.

Work Details
The contractor will provide teleradiology services for diagnostic interpretation of various radiologic examinations, including:
- Routine and STAT interpretations of general diagnostic imaging such as X-rays, CT, MRI, ultrasound, and other modalities as required.
- Interpretation of echocardiogram studies for participating service units.
- Subspecialty reads as needed (e.g., neuroradiology, musculoskeletal, pediatrics).
- After-hours, weekend, and holiday coverage as defined in clinical performance requirements.
- Electronic delivery of final signed radiology reports via secure and HIPAA-compliant systems.
- Real-time availability for consultation with IHS providers when clinically necessary.

The contractor must ensure compliance with turnaround times for various studies: STAT studies within 30 minutes, routine studies within 24 hours (48 hours maximum), and maintain a report accuracy of at least 98%. Additionally, the contractor must provide all necessary labor, equipment, and materials to interpret radiologic studies.

Period of Performance
The contract will have a base period from April 1, 2027 to March 31, 2028, with four one-year option periods extending through March 31, 2032.

Place of Performance
Services will be performed at the Red Lake Service Unit located at 24760 Hospital Drive, Red Lake, MN 56671 and the Cass Lake Service Unit located at 425 7th Street NW, Cass Lake, MN 56633.

Bidder Requirements
This solicitation is set aside for Small Business participation. Bidders must ensure that all interpreting radiologists are board certified or board eligible by the American Board of Radiology or equivalent institution and possess an active license to practice medicine in a US state. They must also have current teleradiology certification per Minnesota state requirements and comply with all federal background checks and HIPAA training requirements.
