Description

Background
The U.S. Army Capability Program Executive Simulation, Training, Test and Threat (CPE ST3) is conducting a Sources Sought Notification for the Foreign Military Sales (FMS) program to support Guatemala's acquisition of a Bell 412 EPX Flight Training Device (FTD).

The purpose of this notification is to gather information on industry capabilities and experience to inform potential procurement strategies.

Work Details
The contract requires the following deliverables:
1. One (1) Flight Training Device (FTD) for the Bell 412 EPX helicopter, which must meet all specifications outlined in the 'Guatemala Bell 412 EPX FTD Technical Requirements' document.
2. Installation and commissioning of the FTD at Comando Aéreo Central 'La Aurora' (CACEN), Guatemala, with minimal facility modifications preferred. Vendors should provide details on footprint, weight, standard power requirements (110/220V), and basic HVAC needs.
3. Operator and Instructor training covering all operational aspects of the Bell 412 EPX FTD, maintenance tasks, and Instructor/Operator Station (IOS) usage.
4. Documentation including Operator and Instructor manuals, Maintenance manual, As-built configuration baseline, and Continuing qualification procedures aligned with proposed standards.

Place of Performance
Comando Aéreo Central 'La Aurora' (CACEN), Guatemala.

Bidder Requirements
Bidders must demonstrate familiarity with training solutions relevant to this requirement and provide a capabilities statement detailing resources available for development, production, installation, commissioning of the FTD, as well as training and documentation support. Compliance with specialty metals restrictions under the Berry Amendment is required.

Incumbent Analysis (see Incumbents section for more detail)
The prior/closely related award W900KK20D0014–W900KK24F0065 was awarded to By Light Professional IT Services for procurement of two cabin flight training devices (valued at $43,226,619) during 04/01/24–01/31/28. While the current effort is for a Bell 412 EPX Flight Training Device, the earlier work appears to involve delivery of cabin flight training devices and associated training support, which suggests a continuation of similar FTD development/procurement activities rather than an unrelated capability.
