Background
The Millennium Challenge Corporation (MCC) is seeking a Contractor Team of Consultants/Subject Matter Experts (SMEs) to provide technical support for a Due diligence Services contract for energy project development and Compact implementation in Belize. The contract aims to provide technical assistance to the Government of Belize for policy and institutional reform. The COVID-19 pandemic may impact the requirement terms, including the period of performance, and activities involving international and/or domestic travel may be delayed or modified.

Work Details
The Contractor is required to provide all personnel, equipment, tools, materials, supervision, and other items necessary to perform tasks as defined in the Statement of Work. The contract includes a base year and four option years. During the base year, the Contractor will support Compact development by providing technical advice, opinions, and recommendations on activities that will form part of the Compact. In the option years, the Contractor will provide support in start-up and oversight of the Compact's power sector project. Additionally, the Contractor shall conduct additional project appraisal and preparatory work to move from project concepts to investment-ready projects.

Period of Performance
The period of performance includes a base year starting from the date of contract award and four one-year option periods, extending beyond Compact signing into pre-implementation support and Compact implementation.

Place of Performance
The principal place of performance for this contract will be Washington DC with potential authorization to work in MCC countries. While performing services in-country, the Contractor shall be responsible for arranging temporary office.
