THIS SOLICITATION IS A REQUEST FOR A QUOTE UNDER FAR PART 13 - SIMPLIFIED ACQUISITION PROCEDURES.

Description of Requirement: The objective of this project is to install a fence overlooking B. Everett Jordan Dam in Moncure, North Carolina.

Evaluation and Award: The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. Award shall be made to the lowest priced technically acceptable offer.

Each offeror must submit both a PRICE QUOTE and a TECHNICAL PROPOSAL via EMAIL to benjamin.t.rickman@usace.army.mil and jenifer.m.garland@usace.army.mil. No hard paper copies will be accepted or evaluated. Both the Price Quote and the Technical Proposal must be received by the closing date and time set for receipt of quotes.

In an effort to reduce paperwork and reduce cost, all quotes shall be submitted electronically. All submissions shall be in Adobe PDF format and shall be on 8 1 2 x 11 size pages in no less than a 10 pitch or 10 font. Offerors may use compressions utility software such as WinZip or PKZip to reduce file size and facilitate transmission.

Quotes are due as specified on the solicitation document (as amended if applicable). The time & date of Quote receipt will be the delivery time & date recorded within the email submission as received by the individuals listed above. Do not assume that electronic communication is instantaneous. Offerors should time their upload effort with prudence by not waiting until the last few minutes this will allow for unexpected delays in the transmittal process. If an electronic submission is uploaded minutes before the deadline but the upload or transmission doesn't complete until after the deadline, the submission will be considered late.

Background
The U.S. Army Corps of Engineers is issuing this solicitation for the installation of a fence overlooking the B. Everett Jordan Dam in Moncure, North Carolina. The project aims to enhance safety and security at the Visitor Assistance Center by replacing an existing wooden fence with a new precast concrete fence. The goal is to ensure public safety while maintaining the aesthetic and functional integrity of the area.

Work Details
The project involves the construction of 640 feet of a 3-rail precast concrete fence adjacent to the B. Everett Jordan Lake Visitor Assistance Center. The specifications include:
- **Furnishing**: Fence posts and rails will be provided by the U.S. Army Corps of Engineers.
- **Installation**: The contractor must provide all labor, supervision, transportation, equipment, fuel, and tools necessary for installation.
- **Specifications**:
- Each line post: 140 lbs, 72” in length, 5” width/height (80 units)
- Each rail: 90 lbs, 96” in length, 5.5” height, 2.5” width (237 units)
- **Footings**: Concrete footings must be at least 12” in diameter and 24” deep with specific excavation requirements.
- **Concrete Requirements**: Minimum compressive strength of no less than 2500 PSI using normal weight concrete with clean water free from contaminants.
- **Site Conditions**: Installation will occur on natural grade adjacent to a walking trail and picnic area with elevations ranging from 270’ to 320’ above mean sea level.

Period of Performance
The contractor shall commence work within thirty (30) calendar days after contract award and complete all work within ninety (90) calendar days following the award.

Work will be performed adjacent to the Visitor Assistance Center at B. Everett Jordan Dam located at 2080 Jordan Dam Road, Moncure, NC 27559.
