Background
The Bureau of Indian Education (BIE) is issuing this solicitation for Behavioral Health Counselors to support the Pine Ridge School (PRS), a K-12 institution located on the Pine Ridge Indian Reservation in South Dakota. PRS serves approximately 587 students and has faced ongoing crises, including a suicide crisis that highlighted the need for enhanced behavioral health services. The goal of this contract is to establish and deliver a comprehensive schoolwide behavioral health program to address these critical needs.

Work Details
The contractor will provide two full-time licensed counselors who will deliver professional, school-based behavioral health counseling services. Key tasks include:
1. Orientation & Compliance: Attend mandatory orientation and review safety policies before student contact.
2. Documentation: Enter required documentation into the Native American Student Information System (NASIS) within five days of service.
3. Student Monitoring: Ensure direct monitoring of students during counseling sessions.
4. Policy Development: Collaborate with PRS leadership to draft counseling and crisis response protocols within 90 days.
5. Assessment & Planning: Conduct at least 10 behavioral health assessments monthly and develop individualized plans for all referred students within 10 school days.
6. Schoolwide Support: Participate in monthly meetings to support behavior strategies and implement wellness campaigns each semester.
7. Direct Services: Provide individual counseling sessions weekly and facilitate psychoeducational sessions focused on coping skills.
8. College & Career Readiness: Host FAFSA Nights and conduct workshops on college planning.
9. Graduation Tracking: Maintain graduation plans for at-risk students and conduct quarterly academic reviews.
10. Family Engagement: Attend IEP meetings, facilitate family sessions, and develop psychoeducational parent groups.

Period of Performance
The contract will be performed over a period that aligns with the academic calendar of PRS, which operates from August through May, with an optional six-week summer session typically held from June to early July.
