The IAARNG MRD-AMEDD requires Behavioral Health Case Management Services for a base period and two (2) option periods with a period of performance of 7/28/2026 - 7/27/2029.

The IAARNG is conducting market research and is requesting information ONLY. PLEASE DO NOT SUBMIT QUOTES AT THIS TIME. We request your review of the attached DRAFT PWS and to answer the following questions:

1. Do you see any issues with the PWS (e.g., do the requirements appear to be too restrictive, too wide, etc.?).

2. Can your organization provide a proposal for the requirement? 3. If you can provide a proposal, how long would be sufficient to assemble a good quality proposal?

Background
The Iowa Army National Guard (IAARNG) Medical Readiness Division - Army Medical Department (MRD-AMEDD) requires Behavioral Health Case Management Services to support its mission of providing comprehensive health services to service members.

The goal of this contract is to ensure that service members receive the necessary behavioral health support, particularly during surge and contingency operations, as well as steady-state missions.

Work Details
The contractor shall provide a wide range of Behavioral Health Case Management, Care Coordinator, and Administrative services for the IAARNG. Key tasks include:
1. Periodic Health Assessment (PHA) support and Soldier Readiness Processing (SRP) support.
2. Advising the Director of Psychological Health (DPH) regarding return to duty (RTD) decisions or referrals for additional care.
3. Ensuring all contractor employees complete required training within 30 days of receiving systems access, including training on medical readiness portals and HIPAA regulations.
4. Conducting mental health assessments, screenings, and referrals based on evaluations conducted in support of the IA ARNG Yellow Ribbon Program throughout deployment cycles.
5. Coordinating with State Behavioral Health Programs Team to assist service members in accessing medical and behavioral health resources without compromising quality outcomes.

Period of Performance
The contract will be performed over a base period from July 28, 2026, to July 27, 2029, with two option periods available.

Place of Performance
The services will be performed primarily in Iowa, specifically where the Iowa Army National Guard operates.

Bidder Requirements
Bidders must ensure that all employees performing Behavioral Health Clinical Case Management services possess a valid Master’s of Social Work degree or equivalent qualifications. A current state license or certification as a mental health practitioner in Iowa is required.
