Description

NASA/Johnson Space Center has a requirement for 30-day bed rest studies that simulate effects of micro gravity on the human body. These services include, but are not limed to the following requirements:

  • Support long duration, strict head down tilt bed rest studies of 30 days
  • Facility must be able to support:
    • Strict metabolic diet
    • In-house medical and nursing care, including specialists
    • In-house imaging technologies Positron Emission Tomography (PET) and Magnetic Resonance Imaging (MRI))
    • In-house centrifuge
    • Micro laboratory
    • Supine exercise capability
    • Physiotherapy
    • Up to 12 subjects per investigation

NASA/Johnson Space Center intends to issue a sole source contract to acquire services from Deutsches Zentrum f r Luft-und Raumfahrt (DLR) starting in calendar year 2021 for a period of performance of not more than 5 years. The services are being procured from DLR because DLR operates the envihab facility, that is the only known facility that contains all the capabilities necessary to perform long duration bed rest research. The facility is state of the art with expertly trained staff that are experienced in conducting training and research on astronauts and also provides ground analog subject testing in a full-service bed rest facility. The facility provides for up to 12 subjects for investigations requiring long duration bed rest studies simulating effects of micro gravity on the human body.

The Government intends to acquire a commercial item using FAR Part 12.

Interested organizations may submit their capabilities and qualifications to perform the effort electronically via email to Yaranet Marquez at yaranet.marquez-1@nasa.gov, or Alexander Rudman at alexander.t.rudman@nasa.gov, no later than 1700 CST on Nov. 5, 2020. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this acquisition on a competitive basis. A determination by the Government not to compete this acquisition on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government.
