Description

Background
The USAF is seeking to modernize the Intrusion Detection System (IDS) and Automated Access Control System (AACS) for the 548th Intelligence, Surveillance and Reconnaissance Group at Beale Air Force Base. This contract action aims to ensure compliance with ICD 705 and facilitate seamless integration with the Base Defense Operations Center (BDOC).

The project is part of the USAF's initiative to enhance security measures at the base.

Work Details
The contractor will evaluate, design, and upgrade approximately 18 Honeywell V5 panels to Honeywell V6 panels. The work includes:
- Evaluation of existing infrastructure including cabling, wiring, switches, hubs, software applications, system management, and peripherals.
- Deliverables upon completion of evaluation include layout of existing V5s on a map, project execution plan, estimation of downtime/impact to system, and estimation of escorts required by phase.
- Procurement and installation of VINDICATOR IDS/AACS equipment that complies with ICD 705.
- Installation must include components such as AACS control units, PIVClass Credential Readers, HSS Alarm Contacts, V6 panels, PIR/MW Motion Sensors, network hardware, switches and hubs, cabling, and compatible software.
- Training for security staff on AACS and IDS hardware/software features will also be provided.

Bidder Requirements
Bidders must comply with Small Business Set Aside - Total (SBA) requirements. Contractors must have personnel certified on Honeywell VINDICATOR systems and qualified for troubleshooting, repair, testing, diagnostics, and programming. All contractor employees must undergo a criminal background check for base access credentials. US Citizenship is required for entry into SCIFs.
