Description of Work: This is a Sources Sought Notice and is for information purposes only. THIS IS NOT A REQUEST FOR PROPOSALS, QUOTATIONS, OR BIDS.

The Army Corps of Engineers, Philadelphia District, is interested in awarding (1) Firm Fixed Price Contract for the Beach Nourishment Great Egg Harbor Inlet to Townsend inlet Ocean City, Upper Township, Sea Isle City Cape May Country, NJ.

Description of Work: The contractor will conduct pre-placement condition surveys and pump/place approximately 1,919,000 cy yds of sand available in 2 borrow areas: Corson's Inlet and L1, which is approximately 3 miles offshore of Sea Isle City. The sand placement areas are as follows:

Place 360,000 CY in south Ocean City from about 45th-59th StreetsPlace 638,000 CY in Strathmere from Corson's Inlet to Taylor AvePlace 26,000 CY in north Sea Isle City from Taylor Ave to 10th StPlace 352,000 CY in central Sea Isle City from 29th-53rd StreetsPlace 543,000 CY in south Sea Isle City from 73rd St to Townsends Inlet.

Contract period of performance will be 270 calendar days.

Options to place up to an additional 679,000 cu yds of sand from the same borrow areas to achieve the full project design template at these same beach locations may also be included. Sand must come from the offshore borrow area. Trucking-in sand will not be permitted under this contract. Some additional work will be necessary: dune repair, sand fence placement, dune grass planting, dune crossover repair.

An Award for the Contract is anticipated on or about August 2023. Estimated cost range of the project is between $25,000,000 and $100,000,000. Performance and Payment Bonds will be required for 100% of contract award. The NAICS Code for this project is 237990 Other Heavy and Civil Engineering Construction and the small business size standard is $30.0 Million. [NOTE: Dredging To be considered small for purposes of Government procurement, a firm must perform at least 40 percent of the volume dredged with its own equipment or equipment owned by another small dredging concern.]

Responses to this Sources Sought Announcement will be used by the Government to make appropriate acquisition decisions. Narratives are requested with the following information, which shall not exceed a total of eight (8) pages.

1.Offeror's name, address, points of contact with telephone numbers and e-mail addresses.

2.Business size/classification to include any designations as Small Business, HUBZone, Service-DisabledVeteran Owned, 8(a), Women-Owned small businesses shall be indicated on first page of submission.

3.Provide construction bonding level. Provide the aggregate sum total construction bonding level. Provide bothcapabilities which must be expressed in U.S. dollars, along with current available bonding capacity.

4.Description of capability to perform similar or same projects listed above, manage subcontractors, prepare,and comply with various environmental and construction permits, and capacity to execute this project with otherongoing construction contracts.

5.Past performance/experience on projects of similar scope and magnitude, describing no more than five (5)projects that are at least 50% construction complete within the past five years. The past performanceinformation should include project title, location, general description of the construction to demonstraterelevance to the proposed projects, the Offeror's role, dollar value of contract, and name of the company,agency or government entity for which the work was performed with contact information (reference name,phone number and e-mail address).
