Battlefield Effects System.

Brief Summary: Program Executive Office for Simulation, Training, and Instrumentation (PEO STRI), Project Manager Training Devices (PM TRADE), has a requirement to procure Battlefield Effects Systems (BES) to support live fire training ranges. The most recent contract for BES expired in August of 2017. There are however, needs for BES in future fiscal years. The quantities of future BES requirements are shown as follows:

The BES must be fielded with the other components that make up a target system (lifter, battery, radio, solar panels, etc.). Due to the only known safety certified BES systems coming from previous Government contracts, the Product Director for Digitized Training (PD DT) is requesting information on available offerors with a 60 shot capacity BES that either has a safety certification or can achieve a safety certification within the next 8 months. Safety certification consists of two parts, MIL STD 810 environmental/electromagnetic interference (EMI) testing and safety testing by the U.S. Army Armament Research, Development and Engineering Center (ARDEC). PM TRADE can sponsor interested vendors in going through the safety certification process but the costs of this testing will be incurred by the vendor.

Program Description: PEO STRI, PM TRADE, PD DT has requirements to procure, install, and verify Future Army Systems of Integrated Targets (FASIT) compatible, safety certified BES. The devices must meet the requirements of the previous BES II Performance Specification (PRF-PT-00564).

Acquisition Approach: TBD. The Government will use the responses to this RFI to determine an acquisition approach for BES

Responses Requested: Interested Parties are requested to respond by the closing date to the Contract Specialist listed below via email. Written responses to this announcement should consist of the following:

Associated program risks/concerns

Indication of compliance to the Future Army System of Integrated Targets (FASIT) Specification and Interface Control Documents (ICD)

Current development status of the Battlefield Effects System (BES).

Test results of environmental and EMI test data, if available.

Lead time for the production of 4 First Article Test (FAT) units.

Comments on the proposed acquisition approach.

Ideas for structuring the contract to meet the production ebbs and flows

Engineering and production capability to produce varying capacity units (i.e. 36 shot, 6 shot).

It is requested written responses be submitted in a Microsoft Word document, limited to 10 pages. Font shall not be smaller than industry standard word processor 12-point Times New Roman. The response should be compatible with Microsoft Word 2013. The cover page should include company name, address, and points of contact including phone numbers and email addresses.
