Description

The Air Force Life Cycle Managment Center at Hanscom AFB, MA. Is seeking information from interested vendors to provide aircrat maintenance both for the BACN fleet at CONUS and OCONUS locations.

Please review the attached Request for Information (RFI) and accomanying Performance Work Statement (PWS).

Background
The Air Force Life Cycle Management Center (AFLCMC) at Hanscom AFB, MA is seeking information from interested vendors for the maintenance and Contractor Logistics Support (CLS) of the Battlefield Airborne Communications Node (BACN) E-11A aircraft fleet.

The BACN program utilizes Bombardier BD-700-1A10 aircraft to provide critical airborne communications capabilities. The current fleet consists of eight aircraft, with plans to expand to nine prior to the award of a future contract. This contract will require maintenance at a CONUS Main Operating Base (MOB) and continued support for existing OCONUS Forward Operating Locations (FOLs). This RFI is for planning purposes only and does not constitute a commitment to issue a solicitation or award a contract.

Work Details
The scope of work includes:

1. Transition-In Plan and Implementation: Demonstrated experience in transitioning complex aircraft maintenance and logistics support contracts, including detailed plans for personnel, equipment, and data transfer.

2. Maintenance: Capabilities and experience in providing comprehensive maintenance services for the Bombardier BD-700-1A10 aircraft, ensuring compliance with FAA regulations and military requirements.

3. Parts and Supply Operations: Strategies for establishing and maintaining a reliable supply chain for E-11A parts, spares, and consumables, including experience with Government and commercial procurement processes.

4. Cost-Reimbursable Items: Approach to managing cost-reimbursable items such as fuel, specialized parts, and transportation while ensuring cost-effectiveness and transparency.

5. Program Management: Experience in managing complex aerospace programs, including developing integrated master schedules, managing subcontractors, and effective communication with Government stakeholders.

6. Data Management: Approach to data management and reporting, including experience with Integrated Digital Environments (IDEs) and secure file transfer protocols.

7. Transition-Out Plan: Approach to transitioning CLS responsibilities to a follow-on contractor or Government entity with minimal disruption to operations.

Place of Performance
The contract will be performed at locations within the Continental United States (CONUS) as well as outside the Continental United States (OCONUS).
