Battle Management and Mission Autonomy (BMMA) Software Platforms

Background
The Army Contracting Command – Aberdeen Proving Ground (ACC-APG), on behalf of the Headquarters Department of the Army, Office of Chief Information Officer (HQDA OCIO), is seeking information on Battle Management and Mission Autonomy Software Platforms.

The goal is to support Command, Control, Communications, Computers, Cyber, Intelligence, Surveillance and Reconnaissance (C5ISR) from a multi-domain and mission autonomy perspective. Participation in this Request for Information (RFI) will not preclude any vendor from responding to future acquisitions, either individually or as part of a team. Marketing brochures or white papers will not be considered adequate information in response to this RFI and will not be reviewed.

Work Details
The RFI seeks detailed responses regarding proposed software platforms that meet specific high-level objectives and additional attributes.

The high-level objectives include:
1) Mission Autonomy Software: Ability to coordinate and automate teams of unmanned systems;
2) Multi-Domain Command and Control: Ability to connect and control assets across land, sea, air, cyber, and space;
3) Sensor Fusion and Battle Management System (BMS): Real-time integration of sensors, data fusion, and decision support;
4) Open Architecture and Defense Operating System: Extensible platform with an open SDK/API for third-party integration;
5) Command and Control Dashboard: Dashboard supporting a full-stack autonomous platform.

The additional attributes include:
a) Concurrent data fusion and asset control;
b) Autonomous coordination for real-time mission autonomy;
c) Distributed mesh network supporting low bandwidth operations;
d) Sensor-to-shooter automation;
e) Dual-use architecture covering various environments;
f) Decision-making AI capable of operating under jamming or degraded conditions;
g) Defense operating system with layered integration;
h) Behavioral pattern analysis for threat prediction.
