Description

1. This is a Sources Sought Notice only. This is NOT a solicitation for proposals, proposal abstracts, or quotations.

2. Market research is being conducted by the Network Contracting Office (NCO) 17 VHA Regional Procurement Office-West (RPO-W). This Sources Sought Notice is for informational and planning purposes only and shall not be construed as a solicitation or as an obligation or commitment by the Government.

3. This notice is intended strictly for Market Research purposes. This requirement is for Basic Life Support (BLS) Ambulance Transportation Services primarily from the Corpus Christi, Texas area and their Community-Based Outpatient Clinics (CBOCs). This area is currently serving over 38,667 Veterans within the following counties: Aransas Pass, Jim Wells, Kleberg, Kennedy, Nueces, Refugio, and San Patricio. See DRAFT PWS for more details.

4. The purpose of this notice is to gain knowledge of potential qualified sources and their size classification/socioeconomic status (service-disabled veteran-owned small business, veteran-owned small business, women-owned small business, HUB Zone, 8(a), small business or large business, relative to NAICS 621910 with a size standard of $ 22.5 M. Responses to this notice will be used by the Government to make appropriate acquisition decisions. A solicitation is not currently available. If a solicitation is issued, it will be announced on System for Award Management (SAM.gov), Contract Opportunities, or on GSA E-Buy at a later date.

5. All businesses eligible to provide this service are encouraged to reply, as this information may be used to determine potential set-asides for this requirement.

Background
The Network Contracting Office (NCO) 17 VHA Regional Procurement Office-West (RPO-W) is conducting market research for Basic Life Support (BLS) Ambulance Transportation Services primarily in the Corpus Christi, Texas area.

This service aims to support over 38,667 Veterans across several counties including Aransas Pass, Jim Wells, Kleberg, Kennedy, Nueces, Refugio, and San Patricio.

The purpose of this Sources Sought Notice is to gather information on potential qualified sources and their socioeconomic status for future acquisition decisions.

Work Details
The contractor will provide non-emergency ambulance transportation services including all necessary vehicles, personnel, management, supplies, equipment, and reporting.

Services must be available 24/7. Specific tasks include:
1. Providing Non-emergent Stretcher and BLS transport services as needed.
2. Transporting miscellaneous items such as luggage and medical records at no additional cost.
3. Ensuring contractor personnel are courteous and professional at all times.
4. Meeting qualifications for Medical Technicians (MTs) and other medical personnel as per federal and state regulations.
5. Maintaining ambulances in compliance with all applicable regulations and ensuring cleanliness.
6. Utilizing the VetRide Vendor Portal or VA-approved software for trip requests and invoicing.
7. Reporting any incidents or accidents during transport within one hour of occurrence.

Period of Performance
The estimated contract ordering period is from November 1, 2026 to October 31, 2031.

Place of Performance
Services will be performed primarily in the Corpus Christi area of Texas including various VA Medical Centers and Community-Based Outpatient Clinics (CBOCs) within VISN 17.
