Description

The purpose of the Basic Infrastructure Support Mechanism (BISM) is to obtain the services of a qualified local construction contractor to address the infrastructure needs of USAID-funded programs in health, democracy and governance, education, youth, water, and economic growth sectors in the West Bank, East Jerusalem, and Gaza. Activities must comply with the Taylor Force Act (TFA), which prohibits USAID/West Bank and Gaza from providing assistance that directly benefits the Palestinian Authority (PA), including providing infrastructure that a PA ministry or other PA body is responsible for operating and/or maintaining and directly increasing tax revenue going to the PA

Background
The purpose of the Basic Infrastructure Support Mechanism (BISM) is to obtain the services of a qualified local construction contractor to address the infrastructure needs of USAID-funded programs in health, democracy and governance, education, youth, water, and economic growth sectors in the West Bank, East Jerusalem, and Gaza. USAID has provided over $5.8 billion in assistance to enable the Palestinians to improve public services and the quality of education. The U.S. intends to provide over $500 million in programming to support the Palestinian people between 2021-2024.

Work Details
The Contractor will provide a full range of multidisciplinary small- and medium-sized construction services including new vertical and underground infrastructure, design and rehabilitation of vertical structures, procurement and installation of systems and equipment, operations and maintenance programs, planning for emergencies, submission of required plans, reports and deliverables, coordination with relevant parties, securing required permits and approvals from appropriate authorities.

The construction activities are anticipated to range from $150,000 to $3,000,000 but may exceed or fall below this range based on USAID requirements. The work must be defined in the Task Order contract documents.

Period of Performance
The maximum aggregate ordering limitation for contracts resulting from this RFP will be $58 Million over the 5-year ordering period.

Place of Performance
The geographic locations where the construction projects will be performed include the West Bank, East Jerusalem, and Gaza.
