Base-wide Cell Phone Services   2

Background
The solicitation is issued by the 36th Contracting Squadron (CS) for Base-wide Cell Phone Services under an Indefinite Delivery Indefinite Quantity (IDIQ) contract. The goal of this contract is to provide cellular service and internet connectivity for browsing, including access to web-based email, text messaging, instant messaging, and data transmissions compliant with FIPS 140-2 Standards as per DoD Information Assurance policy.

The services will support various U.S. military commands including USINDOPACOM, USEUCOM, USCENTCOM, USAFRICOM, USNORTHCOM, and SOUTHCOM.

Work Details
The contractor shall provide cellular service and connection to the internet for browsing. Specific tasks include:
- Providing access to web-based email (e.g., POP3).
- Enabling sending and receiving of text messages and instant messages.
- Facilitating data packet transmissions in various forms including attachments.
- Ensuring compliance with FIPS 140-2 Standards for data transmissions over its network.
- Providing global voice and data wireless communications services for premium service subscribers.
- Supplying commercial off-the-shelf (COTS) wireless/cellular telephones, voicemail, smartphones, and internet hotspot devices throughout designated Areas of Responsibility (AORs).

Period of Performance
The period of performance spans from February 2, 2026 to February 1, 2031 with options to extend services until August 2, 2031.

Place of Performance
The services will be performed primarily at Andersen Air Force Base and other locations within the U.S. Indo-Pacific Command area.
