Base Telecommunications System (BTS) Services   3

This is a competitive 8(a) Request for Quotation (RFQ) from 22 CONS for the acquisition of Base Telecommunications System Services to be performed at McConnell AFB KS. The Government intends to issue an award to a single SBA certified 8(a) concern under a firm-fixed price performance-based IDIQ contract on or about 8 January 2024. Services will be procured pursuant to the regulatory direction of Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Items following Simplified Acquisition Procedures outlined in FAR Part 13. The expected award shall consist of five ordering periods: Year 1 (Base Year) Period of Performance (PoP) of 1 February 2024 through 31 January 2025, Year 2 PoP of 1 February 2025 through 31 January 2026, Year 3 PoP 1 of February 2026 through 31 January 2027, Year 4 PoP of 1 February 2027 through 31 January 2028, and Year 5 PoP of 1 February 2028 through 31 January 2029. The NAICS code for this requirement is 541513, Wired Telecommunications Carriers. The Small Business Administration Size Standard is $37,000,000.00. A pre-quotation conference and site visit was held on Monday, November 20th at 9:30 a.m. Questions from contractors were due on Wednesday November 22nd by 12:00 p.m. CDT.

1) Amendment 0001 to the Solicitation in the PIEE Solicitation Module made a list of changes, including four updated solicitation attachments and one new attachment -- (Attachment 10);

2) Amendment 0002 to the Solicitation in the PIEE Solicitation Module included an updated Attachment 7 - FAR 52.212-1 Addendum, a Contractor Questions and Answers document, and the Pre-Quotation Conference meeting minutes;

3) Amendment 0003 to the Solicitation in the PIEE Solicitation Module added an updated version of Attachment 1 - Price List, dated 4 Dec 2023. (This was updated and replaced again though in Attachment 0004);

4) Amendment 0004 to the Solicitation in the PIEE Solicitation Module adds an updated/corrected version of Attachment 1 - Price List, dated 7 Dec 2023; extends the quotation due date and time to 9:00 a.m. Monday, 11 Dec 2023; and adds an updated/corrected version of Attachment 2 - McConnell BTS PWS, dated 7 Dec 2023, with formatting and header updates, as well as some changes that are highlighted in teal.
