Special Notice
The Joint Base Elmendorf-Richardson (JBER) 673rd Contracting Squadron (673 CONS) is seeking industry feedback concerning the DRAFT Performance Work Statement (PWS) for Base Operating Support Services (BOSS) at JBER in Anchorage, Alaska. This notice is issued for informational and planning purposes only

THIS IS NOT A REQUEST FOR PROPOSAL. Responses will not be considered as proposals, nor will any award be made as a result of this notice. Any information provided by interested parties to the Government is strictly voluntary. The Air Force will NOT be responsible for any costs incurred by interested parties in responding to this notice. Contact with other than 673 CONS Government personnel by potential offerors or their employees regarding this project is prohibited.

DRAFT Performance Work Statement (PWS):

The 673 CONS is interested in obtaining industry inputs regarding the requirements, including but not limited to:

Identification of areas requiring additional explanation

Potential future issues, and/or areas that could be refined to provide a clearer understanding of the requirement

Market research is still being conducted on industry practices and contract type (i.e. FFP, Cost Reimbursement) and CLIN structure. What does your company suggest and why?
What is the normal contract structure for the commercial/non-commercial for this type of requirement?
Please note any major differences in the government's requirement and similar requirements in the commercial marketplace
Based on the draft requirement is the workload data sufficient or need more detail?
o Level of Detail required based on type contract?

Identify any particular requirement that will drive up costs and/or risks to performance in meeting our mission.
Program Concerns and Risk: Provide any additional feedback regarding the described program which you feel is relevant to the Government's market survey. In addition, based upon your experience with similar contracts and efforts please identify any other issues, situations, or processes you perceive as risk areas such as:
o Data rights, contract length, subcontracting plans or standard QC plans.
o Standard government errors or misconceptions with BOSS-type contracts.
o List of previous contract the government can research.

Interested parties considering themselves qualified to perform the above-listed services are invited to submit a response to this Request for Information Notice by 9:00 AM (AST) 22 May 2017. Please submit all documentation by email in PDF format and state in the subject line "Request for Information JBER BOSS." Follow-on questions received after this date and time may not be discussed during industry day.
