The Government intends to award an Air Education and Training Command (AETC)-wide Base Operations Support (BOS) Multiple Award Contract (MAC) Indefinite Delivery, Indefinite Quantity (IDIQ) contract under this solicitation consisting of two Pools: Pool 1 - SB Set-aside and Pool 2 8(a) Set-aside. Pool 1 will be open to all SB categories and Pool 2 will be further set aside for requirements previously competed and awarded to 8(a) contractors. Only one contract will be awarded per offeror for the AETC BOS MAC IDIQ program. Awardees will then be provided a fair opportunity to compete for individual task orders, based on the Pool they were awarded a contract, and each task order will include price or cost as one of the factors in the selection decision. TO's will be placed for BOS services at centralized and decentralized AETC Air Force Base (AFB) locations.

Background
The Air Education and Training Command (AETC) is issuing a solicitation for a Base Operations Support (BOS) Multiple Award Contract (MAC) Indefinite Delivery, Indefinite Quantity (IDIQ) contract. This contract aims to establish a strategic sourcing vehicle for comprehensive base operations support across AETC locations, including potential customers from other agencies within the Continental United States (CONUS), Alaska, and Hawaii.

The BOS Services Team at Joint Base San Antonio (JBSA) Randolph, TX, is responsible for this initiative.

Work Details
The contractor will provide a range of base operations support services as outlined in the Performance Work Statement (PWS). Key services include:
- Transient Aircraft Maintenance
- Resource Management
- Communication and Information Technology
- Visual Information Services
- Publishing Management
- Installation Management
- Operation and Maintenance
- Installation Engineering
- Ground Maintenance
- Emergency Management
- Vertical Transportation Equipment maintenance
- Fire and Emergency Services
- Airfield Management Services
- Supply and Logistics Material Management
- Transportation services
- Purchasing activities
- Community Services support
- Human Resources management
- Weather services provision
- Custodial Services.

The contractor must ensure compliance with all applicable Department of Defense (DoD), Air Force regulations, and local policies. The contractor is also responsible for maintaining mission-capable operations and well-maintained support equipment throughout the contract duration.

Period of Performance
The MAC contract will have a five-year base ordering period with one five-year option period for a total of ten years. Each individual task order under this contract will have a maximum performance period of five years.

Place of Performance
Services will be performed at various AETC Air Force Base locations across the Continental United States (CONUS), Alaska, and Hawaii.
