THIS NOTICE DOES NOT CONSTITUTE A REQUEST FOR EITHER A QUOTE OR PROPOSAL, OR AN INVITATION FOR BID. THE INTENT OF THIS SOURCES SOUGHT IS TO IDENTIFY POTENTIAL OFFERORS FOR BASE OPERATIONS SUPPORT (BOS) SERVICES AT NAVAL SUPPORT ACTIVITY (NSA) ORLANDO, FLORIDA AND THE OUTLYING AREAS WITHIN THE NSA ORLANDO AREA OF RESPONSIBILITY (AOR). NO SOLICITATION, SPECIFICATIONS OR DRAWINGS ARE CURRENTLY AVAILABLE.

The solicitation number is anticipated to be N6945023R0020. The purpose of this notice is to gain knowledge of qualified and interested parties in any of the following small business categories: small business; U.S. Small Business Administration (SBA) certified 8(a) business development participants; SBA certified HUBZone small business concerns; service-disabled veteran-owned small business (SDVOSB) concerns; veteran-owned small business (VOSB) concerns; and women-owned small business (WOSB) concerns. Potential sources should demonstrate that they have current relevant qualifications, experience, personnel, security approvals, equipment, and capability to manage and perform Facility Investment; Pest Control; Integrated Solid Waste Management; Grounds Maintenance and Landscaping; Environmental; and other related services that are similar to what will be required at Naval Support Activity (NSA) Orlando, Florida and the outlying areas within the NSA Orlando Area of Responsibility (AOR). NSA Orlando Special Areas include two additional sites in Orlando, three sites in Tampa, one site in Cape Canaveral, one site in Titusville, one site in Okahumpka, and one site in Daytona Beach. Most of these sites are not included under the recurring work portion of this contract, but non-recurring work may be requested by the KO. Special Areas locations that are included under the recurring work portion of this contract are the Naval Undersea Warfare Center On-Site Office (NUWC OSO) in Okahumpka and Navy Exchange (NEX) Orlando just west of Orlando International Airport. NSA Orlando is 30 minutes from NEX Orlando and 1 hour from NUWC OSO Okahumpka.

The type of solicitation to be issued will depend upon responses to this sources sought notice.

Any resulting contract will be a facilities support indefinite-quantity contract and include recurring work/firm fixed price (FFP) and non-recurring work/ indefinite delivery indefinite quantity (IDIQ) provisions. The contract term will be a base period of year, with four one year option periods. The recurring work base year requirement will be the overall minimum guarantee. There will be a phase-in period, and the anticipated performance start date is 1 December 2023.

The proposed requirement will provide Base Operations Support services for the following Annexes/Sub-annexes: 1502000 Facility Investment (primarily sustainment and minimal restoration and modernization of facilities and building systems such as: HVAC systems, fire protection systems, vertical transportation equipment (VTE), intrusion detection systems, and interior and exterior lighting systems); 1503020 Pest Control; 1503030 Integrated Solid Waste Management; 1503050 Grounds Maintenance and Landscaping; 1800000 Environmental (oil and hazardous substance spill response, cleanup and disposal; and fuel storage inspection); and other related services. This requirement is performance based.

The work to be performed could vary from location to location. The following is an example of the dispersion of work at the various locations.

1. Facility Investment Services: NSA Orlando, FL, NEX Orlando, FL and Bugg Spring, Okahumpka, FL.
2. Pest Control Services: NSA Orlando, FL and NUWC OSO, Okahumpka, FL.
3. Integrated Solid Waste Management Services: NSA Orlando, FL and NUWC OSO, Okahumpka, FL.
4. Grounds Maintenance and Landscaping Services: NSA Orlando, FL, NEX Orlando, FL and NUWC OSO, Okahumpka, FL.

The estimated annual magnitude for this procurement is between $500K and $2M. The primary NAICS Code for this procurement is 561210 with a size standard of $41.5M.

The Government will use the sources sought responses along with other market research to make various determinations regarding procurement of these BOS services. Industry will be notified of the results of this evaluation and the set-aside determination via the presolicitation/synopsis notice.
