AMENDMEND 01 -This posting constitutes the issuance of Amendment 01 to the Request for Proposal (RFP) for FOL-BOS.

Summary: Answers to Questions from industry and photos from the site visit are provided, some of which drove minor changes to the Solicitation, PWS and Appendices as listed below. All changes/additions to these revised documents are highlighted yellow, and any deletions are lined through and highlighted yellow. There is no change to the proposal due date/time.

This posting constitutes the issuance of the Final Request for Proposal (RFP) for the Forward Operating Location Base Operation Support (FOL BOS) requirement in Curacao. Formal questions will be due on 31 May 2022. All input and questions shall be submitted to the points of contact cited in the attached Draft Section L. All proposals shall be submitted no later than 12:00 PM EST on 23 June 2022 via the PIEE Solicitation module. As this is a new electronic system for submission of proposals, it is strongly encouraged that proposals be submitted by 12:00 PM EST, 22 June 2022.

Additionally, the Government will host a formal site visit at the FOL in Curacao on 24 May 2022. Registration for this event closed COB 16 May 2022. The Government is not responsible for expenses incurred by Offerors to participate in the Pre-Proposal Site Visit.

NOTE: RFP Sections D and H will not be included in this solicitation as it is not applicable to this requirement.

Base Period: 1 Feb 2023 to 31 Oct 2023

OP1: 1 Nov 2023 to 31 Oct 2024

OP2: 1 Nov 2024 to 31 Oct 2025

OP3: 1 Nov 2025 to 31 Oct 2026

OP4: 1 Nov 2026 to 31 Oct 2027

United States Air Forces Southern (AFSOUTH), the designated air component of US Southern Command (USSOUTHCOM), provides base operations support (BOS) at forward operating location (FOL) Curacao in support of USSOUTHCOM, Department of Defense (DoD), U.S. State Department, and inter-agency counterdrug surveillance missions in the USSOUTHCOM area of operations. The Contractor is to provide BOS at this FOL in support of aerial counterdrug surveillance operations, mission planning, and execution. Support is provided to permanently assigned personnel, equipment, and facilities as well as to deployed aircraft, personnel and equipment.
