This notice is for planning and informational purposes only and SHALL NOT be considered an Invitation for Bid (IFB), Request for Quotation (RFQ), or Request for Proposal (RFP). There is no obligation on the part of the Government to acquire any products or services described in this Sources Sought Synopsis (SSS). This office does not intend to award a contract on the basis of this Sources Sought Synopsis or reimburse respondents for information solicited and provided. No funds have been authorized, appropriated, or received for this effort.

Response to this SSS does not guarantee or exclude your participation in the forthcoming acquisition process. Any information provided by the Government under this notice is preliminary and may be updated or changed prior to release of the solicitation. All submissions will become Government property and will not be returned.

Camp Stanley Storage Activity (CSSA) is issuing this Sources Sought Synopsis in an effort to perform market research to assist in determining the appropriate acquisition strategy for CACTUS to be performed at 25800 Ralph Fair Road, Boerne, TX 78015.

The Government intends to award a single award IDIQ with the potential for firm-fixed-price (FFP), cost plus fixed fee (CPFF), and time & materials (T&M) task orders as a result of the solicitation to be issued. The expected period of performance is 60 months (5 years) for the Base IDIQ with the Task Orders to have individual Periods of Performance to include priced Options. The contractor shall provide all personnel, supplies, supervision, tools, materials, equipment, transportation, fuel, and other items necessary to perform the duties described in the CACTUS SOW.

Attached is a DRAFT BASE IDIQ Statement of Work (SOW) and DRAFT Task Order 001 Statement of Work (SOW) for planning purposes only.

In order to determine if sources capable of satisfying the agency need exists, the Government will consider ALL responses received, including those received from 8(a), HUBZone, SDVOSB, WOSB, or small businesses. Responses to this SSS permit the contracting officer, in accordance with FAR 19.203(c), to consider an acquisition for the small business socioeconomic concerns (i.e., 8(a), HUBZone, SDVOSB, or WOSB programs) and to consider a small business set-aside (see 19.502-2(b))

SUBMITTAL INFORMATION:

Interested Offerors having the required specialized capabilities / qualifications to support some, or all of the work identified in the SOW are asked to answer the following questions and submit a capability statement. Capability statements shall contain the following information:

1. Complete Attachment 2 Reference Information Sheet, including responses to survey questions.

YOUR RESPONSE TO THE SYNOPSIS: The Government will not review general capability statements, please ensure submissions are tailored to this requirement and information requested in the attached statement of work. The Government requests Capabilities Statements be submitted electronically in PDF or MS Word format. Offeror's responses shall not exceed eight (8) pages single-sided - standard 8 1 2 X 11 pages using not less than 11-pitch font -- and shall describe the offerors technical expertise in sufficient detail to make an informed determination of the offerors ability to successfully perform the services described in the attached SOW.

This SSS is for information and planning purposes only and is not to be construed as a commitment by the Government nor will the Government pay for information solicited. Respondents will not be notified of the results of the evaluation. No telephonic responses will be accepted.

Background
The Camp Stanley Storage Activity (CSSA) is issuing this Sources Sought Synopsis as part of market research to determine the appropriate acquisition strategy for the Consolidated Acquisition Concentrated on Technical Unified Services (CACTUS) contract.

The goal of this contract is to consolidate multiple service contracts into one to maintain base infrastructure and minimize negative impacts on operations. CSSA is an active military facility located approximately 20 miles from downtown San Antonio, Texas, covering around 4,000 acres.

Work Details
The contractor shall provide non-personnel services for Preventive, Inspection, Test, and Maintenance (PITM), along with repair services for buildings, structures, infrastructure, and building equipment at CSSA.

Specific tasks include:
1. Maintaining critical building systems to prevent negative impacts on CSSA's mission.
2. Complying with operational and security requirements specific to military facilities.
3. Coordinating work schedules to avoid interference with normal USG operations.
4. Conducting weekly progress meetings to discuss objectives and coordination.
5. Submitting security forms for personnel access at least ten business days prior to work commencement.
6. Providing a 24/7 emergency contact number and responding within one hour to emergency calls.

Period of Performance
The expected period of performance for the Base IDIQ is 60 months (5 years), with individual Task Orders having their own specified periods.

The contract will be performed at Camp Stanley Storage Activity located at 25800 Ralph Fair Road, Boerne, Texas 78015.
