This is a non-personal services contract to provide Base Operations Support (BASOPS). The Government will not exercise any supervision or control over the contract service providers. The Contractor shall perform to the standards specified in this Performance Work Statement (PWS). Contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government. The Contractor shall provide all personnel, equipment, supplies, tools, materials, supervision, and other items and non-personal services necessary as defined in this PWS.

IMPORTANT NOTICE:

1. Amendment 0006 is the most current amendment for this action. Amendment 0007 and 0008 were solely created in PIEE to fix the proposal due date and time only. There are no SF-30 for these two amendments. Acknowledgement of amendment 0007 and 0008 will not be required in your proposals.

2. CLARIFICATION ON PWO CLINs X016 & X017 - Please do not remove the plugged amounts for these CLINs in the pricing matrix. You are required to provide a mark-up rate only. The total of the plugged amounts and the mark-up rates will be added to the Total Evaluated Price. This amount will be use in determining the total value of the contract. In section B of the RFP, for CLIN X016 & X017 you should only provide the mark-up rates that aligned with what you have in the pricing matrix.

Background
This is a non-personal services contract to provide Base Operations Support (BASOPS) at Yuma Proving Ground (YPG). The Contractor shall provide all personnel, equipment, supplies, tools, materials, supervision, and other items and non-personal services necessary as defined in this PWS.

Work Details
The contract includes various tasks/services such as program management, CLS 200 Unaccompanied Personnel Housing management operation, CLS 403 Solid Waste Management, CLS 404 Grounds Maintenance, CLS 408 Pavement Clearance, CLS 411 Preventative Maintenance Vertical and Facilities Maintenance Vertical, optional facilities maintenance vertical, ATEC Property Maintenance, CLS 420 Preventative Maintenance Horizontal and Facilities Maintenance Horizontal, optional facilities maintenance horizontal, CLS 510 Pest Management Services, Project Work Orders (PWO), ATEC Project Work Orders (PWO), and Phase-in activities.

Period of Performance
The period of performance for each task/service is for a quantity of 10 units or 12 units over a period of 10 months or 12 months respectively.

Place of Performance
The place of performance is at Yuma Proving Ground (YPG) as specified in the solicitation.
