Amendment 0001:

This Amendment for the following:
1) Correct the site visit information to remove the "REAL ID" Requirement. Attendees must have a valid State issued Drivers License or ID Card, Military ID, or CAC Card.

The intent of this solicitation is for a Facilities Support, Indefinite Delivery/Indefinite Quantity Contract with Recurring and Non-Recurring Services with an Award Fee for the base and all options to provide Base Operation Support Services for Marine Corps Base (MCB) Camp Lejeune, North Carolina and other Facilities in the MCB Area of Responsibility (AOR).

GENERAL WORK REQUIREMENTS:

The intent of Annex 15 Facilities Support- Sub-Annex 1502000 Facility Investment is to specify the requirements for Sustainment, Restoration, and Modernization (SRM) sub-functions only.

The intent of Annex 15 Facilities Support- Sub-Annex 1503060 Pavement Clearance is to specify the requirements related to pavement sweeping and snow removal operations.

The intent of Annex 17 Facilities Support- Sub-Annex 1700000 Pavement Clearance is to specify the requirements for a transportation program consisting of vehicles and equipment maintenance and repairs, vehicle and equipment operations to include dispatch, Weight Handling Equipment (WHE) / Material Handling Equipment (MHE), Ordinance Handling Equipment (OHE), liquid movements, people movements, operator licensing and training, inspection and certification, and specified administrative program management.

The contractor shall be required to furnish all labor, management, supervision, tools, materials, equipment, and other items necessary to perform Base Operation Support Services for Marine Corps Base (MCB) Camp Lejeune, North Carolina and other Facilities in the MCB Area of Responsibility (AOR). Requirements include, but are not limited to, maintenance and repair services to a wide variety of systems and equipment, including but not limited to Building and Structures Maintenance, Building Systems, Roads and Paved Services, Waterfront, Airfields, and other Miscellaneous Items. The offeror shall demonstrate the ability to perform maintenance, repair, alteration, demolition and minor construction.

The offeror shall aggregately demonstrate experience self-performing or managing maintenance and repair services on ALL of the following:

a. Buildings and Structures to include, gutters, interior and exterior furnishes, pipelines, roofing, and structural;

b. Building Systems auxiliary generator systems, boilers, compressed air systems, electrical, exhaust hoods and ducts, grease traps, HVAC, interior lighting relamping and repair, lightning arrestors and grounding devices, low pressure gas systems, oil water separators, potable water, trash compactor, uninterruptible power systems, water softeners, wastewater, and WHE;

c. Roads and Paved Surfaces trails, striping, curbs, sidewalks, parking lots, bridges, and drainage systems;

d. Waterfront piers and bulkheads. Airfields runways, taxiways, and navigational aids and lighting;

e. Miscellaneous Items signs, fences, locksmith, drainage ditches, leachate collection systems, monuments, pressure washing, unpaved roads, and auxiliary and temporary equipment;

f. Road service repairs, street sweeping, grading services, and

g. Base Support Vehicles and Equipment (BSVE) services.

The solicitation listed herein is a Competitive Total Small Business set-aside. The proposal due date shall be 28 October 2021. (Contractors - Technical inquiries must be submitted in writing to Brandi Upton (brandi.upton@navy.mil) 10 days prior to the RFP due date.
