The awarded contractor shall furnish all labor, supervision, management, tools, materials, equipment, facilities, transportation, incidental engineering, operators and other items necessary to provide the services outlined below at Facility Engineering and Acquisition Division (FEAD) Naval Base Ventura County, Ventura, California. The type of contract anticipated for this acquisition is Firm Fixed-Price to include a combination of recurring and nonrecurring work. The contractor is required to perform facilities support services/work, which primarily consists of maintenance, repair, alteration services, and minor construction (incidental to service work). The contractor will perform the required services under seven (7) technical annexes: 1502000 - Facilities Investment, 1503010 - Custodial, 1503020 - Pest Control, 1503030 - Integrated Solid Waste Management, 1604000 - Wastewater, 1700000 - Base Support Vehicles and Equipment, and 1800000 - Environmental.
Background
The Base Operating Support Contract (BOSC) is being procured by Naval Facilities Engineering Systems Command Southwest to provide performance-based facilities support services at Naval Base Ventura County (NBVC), California.
The contract will be a firm-fixed-price, indefinite delivery/indefinite quantity vehicle combining recurring and nonrecurring work to sustain installation readiness and support the FEAD mission at NBVC.

Work Details
The contractor shall furnish all labor, supervision, management, tools, materials, equipment, facilities, transportation, incidental engineering and operators required to perform recurring and nonrecurring base operations support services.
Scope includes maintenance, repair, alterations and minor construction incidental to service work under seven technical annexes: Facilities Investment; Custodial; Pest Control; Integrated Solid Waste Management; Wastewater; Base Support Vehicles and Equipment; and Environmental.
Specific tasks include preventative maintenance and service orders for HVAC systems, fire protection systems, vertical transportation equipment, generators, chiller plants, electrical substations, medium-voltage transformers, SCADA controls and exhaust hoods; custodial space cleaning, floor care and restroom services; pest management treatments; solid waste collection, recycling and disposal; wastewater treatment plant operation and collection system maintenance; operation, maintenance and repair of base support vehicles and equipment; and environmental monitoring, reporting and compliance.

Period of Performance
March 1, 2024 through August 31, 2032, comprising a 12-month base period (March 1, 2024 to February 28, 2025), seven 12-month option periods (ending February 28, 2031), and one 6-month option period (ending August 31, 2032).

Place of Performance
Naval Base Ventura County, California, including the main installations at Point Mugu and Port Hueneme and outlying sites at San Nicolas Island, Fort Hunter Liggett, Laguna Peak, Santa Cruz Island, Morro Bay and Camarillo.

Bidder Requirements
Small Business Set-Aside (SBA).
Offeror must demonstrate recent, relevant experience by submitting 2 to 4 projects within the last 5 years (or ongoing with at least 12 months of performance), each with an annual contract value of $7 million or greater that include both Facility Investment and Wastewater services.
Post-award limitation on subcontracting requires at least 50 percent of labor costs be incurred by the concern’s own employees.
