Base Level Information Technology Services (BLITS) 3.0 Contract

The Hanscom Air Force Base BLITS 3.0 services requirement directly supports the missions of the 66th Air Base Group (66 ABG) to secure, support, and sustain specifically to secure information and information systems; to support mission success through effective and efficient service delivery; and to sustain required infrastructure and capabilities. As one part of the greater Air Force Information Network (AFIN) enterprise, the 66 ABG Communications and Information Division (66 ABG/SC) has responsibilities in two categories (1) direct actions in support of Hanscom Air Force Base (HAFB) and geographically separated units (GSUs); and (2) indirect actions to support the AFIN enterprise. Successful solutions for this requirement are expected to have strengths in four areas: integration, flexibility, AFIN knowledge, and technical expertise. A high level of integration across the proposed team is essential due to the quantity, complexity, and interrelatedness of the tasks. The rapid evolution of technology and continuing changes in Air Force cyber policy, organization, and procedures requires flexibility. Being flexible (able to rapidly adapt to change) requires a solid starting point based on knowledge of the larger system AFIN operations knowledge. Finally, technical expertise is expected from the start and it must keep pace with new advances during the period of performance. Supported organizations include 66 ABG, tenant units on HAFB, GSUs, and select units in the northeast region. 66 ABG is the host unit for the installation serving more than 5,000 active duty, reserve, National Guard, and Department of Defense (DoD) civilian personnel; and 130,000 retired military and spouses living in the six-state region of New England and New York. Tenant units on HAFB include, but are not limited to, Air Force Life Cycle Management Center (AFLCMC) staff functional offices, AFLCMC Program Executive Officer (PEO) for Digital (AFLCMC/HB), AFLCMC PEO for Command, Control, Communications, Intelligence and Networks (AFLCMC/HN), and the Air Force Nuclear Weapons Center (AFNWC) PEO for Nuclear Command, Control & Communications (AFNWC/NC). Supported units in the northeast region include, but are not limited to, Reserve Officer Training Corps (ROTC) detachments and other organizations with memorandums of agreement with the 66 ABG for communications services.
